With nothing noted, the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the agenda. No Public Comment. BUSINESS ITEMS 1. Health and Human Services Monthly Financials Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. Strenke shared that in comparing revenues from Oct. 2021 to Oct. 2022 we are looking ahead of last year and overall we are doing better this year than last. The one area that continues to run high is purchased services as we have high- cost placements in Children Services, Behavioral Health and in Adult Protection within the ADRC. This is an area that will likely continue to run over budget and will be covered by the HHS fund balance. The Health Care Campus is still in the positive with revenues, and occupancy is staying steady. Questions and discussion. RESULT: DISCUSSED 2. Health and Human Services Board Orientation Presentation As part of the ongoing Board orientation process, Aging and Disability Resource Center (ADRC) Administrator Kristin Newton reviewed a power point with the Board. Newton shared a little history of the ADRC and their purpose, which is to empower and support older adults, people with disabilities, and their families. She went on to inform the Board about the population they serve, the key programs and services the ADRC provides and the dedicated staff that provide them. Newton also provided some statistics on Dementia/Alzheimer's and their caregiver's as well as some of the programming the ADRC has implemented to try and support this population. The ADRC also provides congregate, and home delivered meals as well as transportation for the aging population. Questions and discussions followed. For general ADRC referrals or questions please call the ADRC main line at 715-381-4360 or for Adult Protection referrals please call 715-246-8255 or 911 if after hours. The Board thanked Newton for her presentation as well as to the staff for their hard work. A suggestion by the Board for a future agenda item would be to provide some education on dementia as well as to look into any preventive measures to help mitigate the increase in Alzheimer's and Dementia in St. Croix County. RESULT: DISCUSSED 3. Review of Services Provided by Health and Human Services Health and Human Services (HHS) Director Rohret reviewed the mandated services spreadsheet with the HHS Board, informing of the programs administered under the Aging and Disability Resource Center (ADRC) Division. Rohret discussed whether the services are mandated, the statutes connected, and the funding used to provide these services. Many of services provided by the ADRC are provided or supported with grant funding. These grants are currently written and submitted by the staff which is very time consuming. One update will be provided to the spreadsheet shown in the packet regarding Home- Delivered meals as they do not have an income restriction. RESULT: DISCUSSED 4. Health and Human Services Director Rohret provided the Board with some updates on work that is being done at the local, county and state levels. Rohret shared information about the Wisconsin Counties Association (WCA) Health and Human Services legislative priorities. Many of these align with the needs we see here in St. Croix County and discussion has been had to determine some strategies that make sense for the rural communities to mitigate these costs and issues. Rohret also informed there is a County Ambassador Program application included in the packet for County Supervisors and others to be able to submit and advocate for those areas that are most important to them. We will inform you when meetings will be held with legislators that will allow us to voice our priorities and ideas to them. The State budget is coming up in 2023 so this is an important time. Rohret informed of several events for recruitment of Foster Homes that are being planned as well as grants that are being applied for around Foster Care to get additional funding for homes that will care for kids with more complex needs. Also applying for grant funding for additional funding for families receiving Kinship Care. Rohret than discussed the challenges of addressing substance use and addiction and the impact it is having on a variety of areas within many communities. Rohret shared several ways that St. Croix County HHS has been working to build a foundation for the paradigm shift that is needed to better respond to addiction and treat it as the health care concern that it is and not a criminal behavior. From regional meetings with community partners, the implementation of the co-responders to respond to crisis, having behavioral health professionals in the jail, becoming certified in "Matrix" programming, and the increased effort to incorporate medication - assisted treatment options and/or ambulatory withdrawal management services are all ways that SCC HHS is working to effectively address and respond to addiction. Another Mental Health Symposium in will be held May of 2023 to help the community and policy makers better understand addiction and be part of the conversation. Discussion and questions followed. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any requests for future agenda items. Board Members are encouraged to contact HHS Director Rohret or HHS Board Chair Tellijohn if items arise. * Education on the risk factors for dementia and debunking myths ANNOUNCEMENTS & CORRESPONDENCE HHS Director Rohret announced that; * The Public Health Department has been reaccredited which was a significant undertaking by the Public Health team. Congratulations to them. * The Federal Public Health Emergency that requires Economic Support to maintain all individual's benefits has been extended until April. When this public health emergency does end it could affect many recipients so we will continue to monitor this.
