Health and Human Services (HHS) Board Chair Greg Tellijohn called this February 15, 2023
meeting of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1.Health & Human Services Board Regular Meeting January 18, 20235:00 PM
Health and Human Services (HHS) Board Chair Tellijohn asked the Board if after the
review of the minutes from the January 18, 2023 HHS Board meeting if any editing was
needed. With nothing noted, the minutes were accepted as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the
agenda.
No Public Comment.
BUSINESS ITEMS
1. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. Strenke
shared that the financials in the Board packet are now showing the 2023 budget and our
Jan. 2023 revenues and expenses. The fiscal year for 2022 is not final, and posting of
some expenses and state revenues will continue through the audit. It appears we will
end the year 2022 on a positive note.
At the Health Care Campus (HCC) in comparing Jan 2022 to 2023 we are starting off
better this year than last, and also showing a negative 2022 year -end balance with
some additional MA revenue to post. Overall, the HCC should finish 2022 near even.
The Pool Services line for contracted CNA's hit the budget hard, but the County
Board approved an increase in hiring rates for CNA's so hope to get our own county
staff hired which should help that budget line moving into 2023. Orchard View is
also showing to end 2022 in the positive.

2. Health and Human Services Board Orientation of the Behavioral Health Division
As part of the ongoing Board orientation process, Deputy Director Shar Lopez shared a
power point with the Board. Lopez informed of the many staff and programs provided
within Behavioral Health. She shared that they range from, crisis, to clinic, to community
services. The services start with an initial intake by the Access Team, then funneled to
Emergency Services, Adult Protection, Community Support Services, Mental Health, or
Substance Use Disorders programming where consumers can receive services in a variety
of ways. They provide services in person, via telehealth, and in the jail. If anyone needs
to access any of these services please contact the Behavioral Health Access at 715-246-
8255.
Discussion followed.
The Board thanked Lopez and the Behavioral Health staff for their good work.

3. Review of Services Provided by the Behavioral Health Division
Health and Human Services (HHS) Deputy Director Lopez reviewed the mandated
services spreadsheet with the HHS Board, informing of the programs administered under
the Behavioral Health Division. Lopez discussed whether the services are mandated, the
statutes connected, and the funding used to provide these services.
County Administrator Witt pointed out that the American Rescue Plan Act (ARPA)
positions are only funded through 2024. HHS Director Rohret shared that up until
2024 HHS/BH hopes to show data and outcomes proving these positions have been
valuable and will look to sustain them as part of the position request process in 2025.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any
requests for future agenda items. Board Members are encouraged to contact HHS Director
Rohret or HHS Board Chair Tellijohn if items arise.
* Chair Tellijohn informed that he has been in contact with Westcap and is working to get a
presentation by them on their programs and homelessness
* Interest in the feasibility of satellite drug testing
* Public Health Community Health Improvement Planning (CHIP) updates
ANNOUNCEMENTS & CORRESPONDENCE
HHS Board Chair Tellijohn asked the Board if there are any announcements tonight.
HHS Director Rohret shared:
* A Foster Care Recruitment event March 9th supported by United Way and ARPA funds
* Continue work on a multi county effort for foster care homes that can support the more
complex needs children
* Family Resource Center holding a training for staff and parents to learn to facilitate
Recovery Cafe's - to then facilitate parent lead support groups for those dealing with
substance use issues
* The County Ambassador Program (CAP) team from SCC attended the CAP event in
Madison to discuss budget priorities
* Mental Health Symposium coming up in May focused on addiction
* Doors moved in the SCCSC to add some additional security. The front staff can assist you if
you have an appointment with someone
* Work continues on an Ambulatory Withdrawal Management service with Western WI
Health for treating those in withdrawal and with substance use disorders
* Developing proposals for the Opioid settlement dollars

the HHS Board adjourned at approximately 5:45 PM.
