CALL TO ORDER
Health and Human Services (HHS) Board Chair Greg Tellijohn called this March 15, 2023 meeting
of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1.Health & Human Services Board Regular Meeting February 15, 20235:00 PM
Health and Human Services (HHS) Board Chair Tellijohn asked the Board if after the
review of the minutes from the February 15, 2023 HHS Board meeting if any editing was
needed. With nothing noted, the minutes were accepted as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the
agenda.
No Public Comment.
BUSINESS ITEMS
1. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. Strenke
informed that the financials in the packet show through Feb. 2023, and noted that the
2022 numbers continue to change as additional funds and final claims are received. She
highlighted a few items within the skilled nursing facility financials regarding some
additional expenses posted this month in comparison to last month, but the additional
revenue will not post until next month. The campus as a whole is currently showing in
the positive with a stable census, and they are continuing to work on getting staff hired
to reduce the contracted/pool staff expense.

2. Health and Human Services Board Orientation Presentation from the Comprehensive
Community Services (CCS) Division
As part of the ongoing Board orientation process, Comprehensive Community Services
(CCS) Administrator, Becky Kerr, shared a power point with the Board. Kerr informed of
the many staff and programs provided within Comprehensive Community Services. CCS
is a voluntary, person and family-centered community based mental health and/or
substance use treatment service for all ages. They, as a team, can offer non-traditional
evidenced-based services to obtain the best possible level of functioning for recipients
that meet the eligibility for the program. There are approximately 40 contracted
providers as well as they work across the divisions within Health and Human Services
(HHS) to meet recipient needs.
Discussion and questions followed.
The Board thanked Becky and her staff for the work they do.

3. Review of Services Provided by the Comprehensive Community Services Division
HHS Director Bob Rohret and Comprehensive Community Services (CCS) Administrator
Becky Kerr reviewed the mandated services spreadsheet with the HHS Board, informing
of the programs administered under the CCS division. Rohret discussed that CCS
programming provides support and prevention services, but they aren't mandated. The
services are billable to Medicaid, so are of no cost to the county.
RESULT: DISCUSSED
4. Updates from the Director
HHS Director Bob Rohret provided some updates from across all HHS programs. He
informed that the HHS Administrative team is working on Strategic Planning and has had
one of the three planned sessions with staff. The University of WI Extension Office is
facilitating. This updated HHS strategic plan will be shared with the Board once
completed. Rohret also shared that he and several Board Supervisors attended the WI
Counties Association (WCA) legislative conference with some promising signs of support
for Human Services work. The Foster Care event held on March 9th had pretty good
attendance though the weather did not cooperate. Gaelin Elmore provided an inspiring
talk, and did garner some interest in folks becoming foster parents. Another upcoming
event is the Mental Health Symposium with a focus on addiction. This will be held on
May 17th at Northwoods Technical College from 5:30-7:30 PM. This will serve as the
agenda for the May HHS Board meeting. Rohret then shared that the Behavioral Health
services division is close to being fully staffed again and they are focusing on reducing
the waitlist. Also, the federal Public Health Emergency is ending on May 11, 2023.
This will affect some consumers regarding their Foodshare or healthcare benefits.
The consortium is working to try and minimize the impact and we will look to
possibly support the food banks with unallocated ARPA funds. Lastly, HHS is
partnering with Family Resource Center to offer Recovering Together Cafe's for
parents with young children in a parent-led, evidence- based curriculum to provide
additional support. ARPA funds are being used to financially support this endeavor,
as HHS staff and parent facilitators were trained on the curriculum to help facilitate
these Cafe's.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any
requests for future agenda items. Board Members are encouraged to contact HHS Director
Rohret or HHS Board Chair Tellijohn if items arise.
* PH update on Community Health Improvement Plan will be coming just waiting on some
additional data
* WestCap presentation on homelessness is still being worked on and hope to have a
presentation soon
ANNOUNCEMENTS & CORRESPONDENCE
HHS Board Chair Tellijohn asked the Board if there are any announcements tonight.
* May 17th HHS Board meeting will be at Northwoods Technical College in New Richmond at
5:30 PM for the Mental Health Symposium. This will be the only agenda item for the May
meeting.

HHS Board Chair Tellijohn called this March15th, 2023 Health and Human Services Board
meeting was adjourned at approximately 5:45 pm.
