CALL TO ORDER
Health and Human Services (HHS) Board Chair Greg Tellijohn called this April 19, 2023 meeting
of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1.Health & Human Services Board Regular Meeting March 15, 20235:00 PM
Health and Human Services (HHS) Board Chair Tellijohn asked the Board if after the
review of the minutes from the March 15, 2023 HHS Board meeting if any editing was
needed. With nothing noted, the minutes were accepted as submitted.
RESULT: ACCEPTED

HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the
agenda.
No Public Comment.
BUSINESS ITEMS
1. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the HHS monthly financials with the Board. Strenke
shared that tonight in the Board packet are the financials through March of 2023.
Strenke went on to highlight a few areas. One area was the shifting of tax levy funds
from Behavioral Health in 2022 to Aging and Disability Resource Center 2023 as Adult
Protection moved from one program to the other. Adult Protection will be back in
Behavioral Health in 2024. Also, during the month of April additional 2022 revenue was
received and will show in next month's financials. At the Health Care Campus (HCC) there
was previously an interim rate for Medical Assistance and is now a final rate so there will
be an additional $70,720 in Medical Assistance and $5462 from Family Care posted back
to 2022 for the Skilled Nursing facility. This final rate change will also effect Jan. & Feb
of 2023. Work continues on the HCC audits and cost reporting.
Veterans services received some additional funding from Dept. of Veterans Affairs,
which is showing on this financial report.

2. Health and Human Services Board Orientation Presentation from the Health Care
Campus
As part of the ongoing Board orientation process, Health Care Campus Administrator
Sandy Hackenmueller reviewed a power-point with the Board about the services
provided at the various residential locations within the Health Care Campus.
Hackenmueller shared that in Skilled Nursing area they closely watch the payor mix of
rehab and long term care. They are seeing an increase in providing hospice care,
working with 4 different agencies for several residents, and in 2022 there was an increase
in admittance of 129 residents versus 87 in 2021. They also saw an increase in those
discharged to either home or a lesser restricted setting. In addition the Nurse Educator is
doing a lot of Certified Nursing Assistance (CNA) training for our facility and several
other facilities in the County. Last year she trained 32 CNA's, 28 Personal Care Workers,
and 28 people in CPR.
Orchard View Terrace is very close to being full. They are seeing an increase in referrals
of elderly in need of protection through Adult Protection Services (APS) and are
expecting this need to continue as more of the population ages. One big difference
between Skilled Nursing and Orchard View is the Registered Nursing (RN) requirements.
They continue to manage the census to the labor available.
Kitty Rhoades remains closed due to workforce issues. They would need an
additional 11 CNA's to open it.

3. Review of Services Provided by the Health Care Campus
HHS Director Bob Rohret and Health Care Campus Administrator Sandy Hackenmueller
reviewed the mandated services spreadsheet with the HHS Board, informing of the
programs administered at the Health Care Campus.
There are many regulations in the Nursing Home industry, though these services are
not mandated. Reduction of these services would make for lack of proper care for
many of the elderly population.
Administrator Witt shared that the Nursing Home is not mandated, but also no tax
levy is needed to support the facility, though the County does cover the debt service.

4. Resolution Supporting Exploring Options for Development of a Regional Crisis
Stabilization Center
HHS Director Rohret is looking to the HHS Board to support the idea of having a
centrally located Crisis Stabilization Facility and approval to move forward in looking for
revenue/payment sources to fund a facility like this. Rohret states the plan is to be
thoughtful and careful in planning this, in particular in making it sustainable.
Motion by Supervisor Ostness to support exploring options for developing a
Regional Crisis Stabilization Center, this was seconded by Supervisor Leaf.
Discussion followed.

5. Public Health Permit Fee Schedule
Public Health (PH) Supervisor Laurie Diaby reviewed the recommended 2023 Public
Health Permit Fees with the Board. PH comes to the Board each year for a review and
input on whether there would be a fee increase.
This fee structure is for the licensing and inspections done by Environmental Health
program for the State and are presenting tonight for approval of possible fee
adjustments. One proposed adjustment of 1% we have no choice on, as it is determined
by what we are required to reimburse the state for. The other proposal is for additional
fees to help keep this program fee funded. It would be an additional 1% increase for a
total of 2% increase if both adjustments are approved.
Discussion and questions followed.
Motion made by Supervisor Anderson to approve a 1% increase to the Annual Permit
rates to cover the state surcharge with no additional adjustments to the base permit fee,
this was seconded by Lind.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any
requests for future agenda items. Board Members are encouraged to contact HHS Director
Rohret or HHS Board Chair Tellijohn if items arise.
ANNOUNCEMENTS & CORRESPONDENCE
HHS Board Chair Tellijohn asked the Board if there are any announcements tonight.
*Supervisor Ostness informed of the Aging Advocacy Day on May 9th in Madison. Contact
ADRC Administrator Kristin Newton if interested in attending. If you can't attend, please
consider sending a letter to the legislators.
HHS Director Rohret shared;
* A Mental Health Summit in Madison this week with a focus on designing systems of care
that are more responsive to mental health needs in the courts . Several from SCC are
attending.
* Mental Health Symposium being held on May 17th @ Northwoods Technical College in
New Richmond, WI from 5:30-7:30. This year the focus is on addiction with several
presenters. It is free and all are welcome. This will serve as the HHS Board meeting
* Recovering Together Cafe's are starting Friday, in collaboration with Family Resource
Center to provide a curriculum for families in recovery through 2024. These are peer led
groups that can add a layer of support to these families. A free meal and daycare is
provided to families who participate. The hope with this is to reduce out of home
placements
* Annual Report is being worked on and will be shared with the HHS Board members
* HHS is looking to dedicate office space at the SCCSC in NR to Veterans Outreach and
Recovery Program (VORP) providing additional services for veterans.
* In process of contracting with Western WI Health on an Ambulatory Withdrawal
Management program, using ARPA funds. We hope to start this in May
Chair Tellijohn informed that Peter Kilde from WestCap will likely be coming to speak at the
HHS meeting in June.
