CALL TO ORDER
Health and Human Services (HHS) Board Chair Greg Tellijohn called this June 21, 2023 meeting
of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1.Health & Human Services Board Regular Meeting April 19, 20235:00 PM
Health and Human Services (HHS) Board Chair Tellijohn asked the Board if after the
review of the minutes from the April 19, 2023 HHS Board meeting if any editing was
needed. With nothing noted, the minutes were accepted as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the
agenda.
No Public Comment tonight.
BUSINESS ITEMS
1. Open Public Participation Process-Review Letters and Take Public Testimony Related
to the 2024 Health and Human Services Budget
Health and Human Services Board Chair Greg Tellijohn informed everyone that tonight's
first agenda item is for the 2024 Open Public Participation Process, and the meeting is
now open for input from the public related to the 2024 Health & Human Services Budget
and Service Planning. Chair Tellijohn shared that there is 1 letter that has been submitted
to be read into the record from Spring Valley School District and 2 people present
tonight that would like to address the Board.
Chair Tellijohn read the letter submitted from Spring Valley Schools Superintendent
John Groh regarding the need for additional support in mental health resources for
youth.
Jennifer Griggs-Andress Executive Director for Family Resource Center addressed the
Board regarding their services and their appreciation for the continued support and
collaboration with St. Croix County Health and Human Services.
Eilidh Pederson, CEO from Western WI Health addressed the Board sharing
highlights from the partnership that they have with St. Croix County and how they
are working collaboratively on assisting consumers who suffer from substance use
disorders. They appreciate the coordinated efforts and funding support.

2. Presentation by WestCap Related to Housing
HHS Board Chair Tellijohn introduced WestCap CEO Peter Kilde. Kilde provided a little
history of WestCap and their structure. He then reviewed some of the programs they
provide, and the consumers they serve. Kilde also informed of the affordable housing
units they have developed and some of the challenges that they face in meeting the
needs of the growing population. Kilde then introduced Erica Schoch, Homeless
Intervention Program Manager with WestCap, who shared the various types of
supportive housing they can provide and gave a brief review of how each works and the
criteria to qualify. She shared that funding and lack of affordable housing continue to be
a big issue.
Discussion and questions followed.
Kilde says one of the best things county officials and concerned citizens can do is
reach out to our legislators and voice those concerns.

3. Public Health Updates on their 2023-2025 Public Health strategic plan and
Community Health Improvement Plan (CHIP)
Public Health Administrator Kelli Engen reviewed a power point with the Board
highlighting some accomplishments from their collaborative work on the Community
Health Needs Assessment and the 2023-2025 Community Health Improvement Plan
(CHIP). The CHIP priority areas for 2023-2025 are Mental Social and Emotional Wellness
and Thriving and Livable Communities for all. Engen then shared some of SCC Public
Health's ongoing work on their 2023-2026 Strategic Plan.
Questions asked and discussion had.

4. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the HHS monthly financials with the Board. She
highlighted some areas that the Board may be wondering about. In Behavioral Health an
open position was moved to Adult Protection and there is an additional open position so
this will reflect in their revenues but will be offset by not having staff salaries, also on the
AODA/DOC program line this program has now been taken over by to Programs for
Change so there won't be any further activity in that line. In comparing year to year the
revenues look lower in BH and is mainly due to Winnebago payments. In Children
Services there is a new line in revenues for Children's Long-Term Support (CLTS) for 3rd
party purchased services, this is best split out for reconciliation. The yearly comparison in
purchased services shows a large increase due to a variety of additional needs for
placements.
The Health Care Campus is in the positive with additional settlement dollars coming
in soon.

5. Consideration of Capital Improvement Projects for HHS and HCC
SCC Finance Director Chuck Myers reviewed the Capital Improvement Projects planned
for Health & Humans Services (HHS) and the Health Care Campus (HCC) in the next few
years. These items will be brought before the Committee of the Whole next month.

6. Updates from Health and Human Services
HHS Deputy Director Shar Lopez provided some updates on HHS Division work and the
collaborative efforts that HHS staff are involved with. Some areas she highlighted are:

2 Annual Mental Health Symposium Focusing on Addiction: Approximately 70

people attended the symposium held at Northwood Technical College on May 17. The
River Channel recorded the event, which is available on the St. Croix County web site.
Anecdotal reactions to the event have been positive. Public Health will be working to
develop an ongoing public health campaign to further educate the public on addiction
and help to change public perception of addiction disorders, reduce stigma, and
normalize addiction and mental health conditions as part of our health and the
healthcare system. There was lots of positive feedack from this.
Withdrawal Management Project/Western Wisconsin Health (ARPA funded): St.
Croix County HHS has partnered with Western Wisconsin Health Hospital to initiate an
outpatient withdrawal management service. This project seeks to better engage, assess,
and treat persons presenting to the hospital with severe addiction/acute withdrawal
needs. Medication-Assisted Treatment (MAT) options will be available to participants
along with other drug use monitoring at weekly, physician-led clinics held at Western
Wisconsin Health, with HHS Behavioral Health staff providing additional support
(certified peer specialists & addiction professionals).
- MAT grant:
fund Medication-Assisted Treatment options for inmates transitioning from jail to our
communities. Elle Klasen from our Public Health
to submit this grant proposal for possible funding later this summer. This grant would
support medication and personnel costs related to the provision of Vivitrol and
Naltrexone (medications that help to reduce craving and euphoric effects from opioids
and alcohol), and coordination to assist participants in further recovery efforts.
Substance Use and Mental Health Supplemental Block Grant Funding: Our HHS
Behavioral Health Division has proposed using block grant funds to support the
implementation of mental health and substance use prevention efforts in St. Croix
County schools. Kognito, a web-based learning platform will be available the 2023-24
school year for Baldwin, Somerset, New Richmond, and Hudson school districts and will
be facilitated by those school mental health navigators. Additional funding has been
secured to also include Glenwood City and St. Croix Central in coming years.
Chief Justice
Zeigler of the Wisconsin Supreme Court initiated this state-wide conference in Madison
as a follow-up to the regional state summit held
in Vermont last year. Representatives from St. Croix County included: Judge Waterman,
Phil Galli, Sheriff Knudson, Chief Young, Shar Lopez, Bob Rohret and Jolene Gustafson
(Western Wisconsin Health Emergency Department Manager). The conference focused
on systems change that better addresses the behavioral health needs of persons with
criminal justice involvement. The CJCC Behavioral Health Sub-Committee will be using
some of the information from this summit and the regional summit in Vermont to draft a
white paper outlining the scope of the problem in St. Croix County along with policy
recommendations for systems improvement.
Also, funding was secured to support a 10- person multidisciplinary team to attend the
Law and Mental Health Conference - Mobile Crisis, Alternatives to Police. The
conference will focus on diversion and deflection programs to assist clients in crisis to
the best interventions. The team includes law enforcement, corporation counsel,
behavioral health, administration, and justice services staff.
Health and Human Services Strategic Plan
Using the St. Croix County Strategic Plan as a foundation, HHS leadership participated in
a series of strategic planning sessions facilitated by the University of Wisconsin Extension
Office. A series of 3- three hour sessions resulted in the development of a new vision
statement and specific goals outlined under each of the 5 identified areas of strategic
directives. Input was gathered from HHS staff, Board members, and the County
Administrator and discussed/reviewed at the scheduled sessions. The final version of
our plan will be presented to the HHS Board at the July meeting.

requests for future agenda items. Board Members are encouraged to contact HHS Director
Rohret or HHS Board Chair Tellijohn if items arise.
