With nothing noted, the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the agenda. No Public Comment tonight. BUSINESS ITEMS 1. Health and Human Services Monthly Financials Fiscal Manager Fay Strenke reviewed the HHS monthly financials with the Board. Strenke informed that the fiscal year 2022 budget is now final as all audit adjustments have been made. For 2023, in Behavioral Health and in Children Services, there continues to be an increase in purchased services due to hospitalizations, increased needs, and out of home placements as well as an increased use of contracted services because of staffing shortages. Many of these services are mandated and are out of our control, though a few are fully reimbursable from the state or funded by the American Rescue Plan Act (ARPA) funds. Strenke handed out the 2022 finalized audit books for the Health Care Campus (HCC) to the Board for their review. She informed that 2022 ended at $135,000 to the positive. Current year they are also in the positive with the interim Medicare rate increase. RESULT: DISCUSSED 2. 2024 Proposed Rates Increases for St. Croix County Health Care Campus Health Care Campus (HCC) Administrator Sandy Hackenmueller and HHS Director Bob Rohret reviewed the proposed 2024 rate increases for the HCC. In the Skilled Nursing facility it would be a proposed $10/day increase for those doing private pay and in Orchard View Terrace it is a proposed monthly rent increase of $30. These are based on the comparison of rates from similar facilities in the St. Croix County area. Supervisor Ostness made a motion to approve the 2024 HCC rate increases, this was seconded by Board Member Lindemann. Discussion was had and questions were addressed. A voice vote was taken and all approved. RESULT: APPROVED \[UNANIMOUS\] MOVER: Dave Ostness, Supervisor SECONDER: Deb Lindemann, Board Member - Nurse AYES: Faisal Anwar, Julie Smith, Lisa Lind, Shawn Anderson, Dave Ostness, Greg Tellijohn, Mike Barcalow, Deb Lindemann EXCUSED: Cathy Leaf 3. 2024 Proposed Rates Increases for Health and Human Services HHS Director and Fiscal Manger Fay Strenke reviewed the proposed rate increases for various services at the St. Croix County Services Center (SCCSC). These increases are based on the WI Medicare cost report for all of our programs and the rate setting tool used for setting other rates to project expenses. These rates are to provide to clients or other contracted providers if they are paying the full rate, though most clients do not pay the full rate as they either have insurance, Medicare/Medicaid, or a sliding fee based on their ability to pay. Supervisor Ostness made a motion to approve the 2024 rate increases at the SCCSC, this was seconded by Board Member Lindemann. Questions asked and discussion had. Consideration of 2024 Requested Budgets for Health and Human Service Departments County Administrator Witt reviewed the Health and Human Services (HHS) 2024 requested budget with the HHS Board. Witt highlighted a few areas in each program and shared the county is currently showing a 1.7 million deficit. Witt shared that one of the biggest contributors to this deficit is the request for new positions and that several will need to be cut in order to balance this budget. Witt informed the Board that this is their opportunity to ask questions and voice concerns or support regarding this budget. Several questions were fielded and discussion had. This budget will be moving forward to the Board of Supervisors in November for final approval. RESULT: DISCUSSED-NO ACTION REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any requests for future agenda items. Board Members are encouraged to contact HHS Director Rohret or HHS Board Chair Tellijohn if items arise. * Supervisor Barcalow would like to bring forth a resolution regarding the future response by HHS should COVID-19 cases continue to increase * HHS Director Rohret will bring forward an informational presentation on Harm Reduction, with assistance from Board Members Dr. Anwar and Julie Smith, to better inform the Board on this topic ANNOUNCEMENTS & CORRESPONDENCE HHS Board Chair Tellijohn asked if there are any announcements tonight. *HHS Director Rohret shared the new "rack cards" provided by Western Wisconsin Health (WWH) informing of the withdrawal management project that SCC is collaborating on with the hospital through ARPA funding DATE OF NEXT MEETING October 18, 2023 @ 5:00 PM in the Government Center Boardroom, Hudson.
