Health and Human Services (HHS) Board Chair Greg Tellijohn called this October 18,, 2023
meeting of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1.Health & Human Services Board Regular Meeting September 20, 20235:00 PM
Health and Human Services (HHS) Board Chair Tellijohn asked the Board if after the
review of the minutes from the Sept. 20, 2023 HHS Board meeting if any editing was
needed. With nothing noted, the minutes were accepted as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the
agenda.
No Public Comment tonight.
BUSINESS ITEMS
1. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the HHS monthly financials with the Board and
shared that information in the packet is through Sept 2023. She informed that in
Behavioral Health the medical supplies line appears over budget as we hadn't budgeted
for this, but funds from the State Opioid grant became available and several medical
supply purchases were made with those funds. In Children Services, purchase services
remain high due to out of home placements as well as the need to use some contracted
services because of open positions. Strenke stated that the Nursing Home budget is not
showing September revenues due to the timing of them being posted, once they are
added the Health Care Campus will be at a positive balance. Also, some reconciliation is
happening as we near the end of the year.

2. St. Croix County Community Garden Update
Public Health Nutrition Manager Teresa Babich reviewed a bit of the history and the
efforts behind the collaboration of the Public Health Department with the St. Croix Valley
Master Gardener's. The garden was started by Public Health in 2015 and then expanded
in 2016 with the St. Croix Valley Master Gardeners taking over the funding, planting, and
management of the garden. Babich also shared the amount of food that is collected
from the community garden at the St. Croix County Services Center (SCCSC) and how
this food is then distributed. Much of the food goes to families that are signed up for
the Women Infants and Children (WIC) program but is also shared with the general
public receiving services at the SCCSC and the New Richmond Schools Healthy Backpack
program. This garden is also used to encourage healthy eating and educating families on
gardening, as fresh produce is so important.
Director Rohret shared that this garden is a great part of HHS and the community.
He also announced that Public Health Nutrition Manager Teresa Babich is retiring on
Dec. 8th after almost 20 years, she will be missed.

3. Harm Reduction - Educating Boards and Committees on Preventive Care
HHS Director Bob Rohret along with Board Members Dr. Faisal Anwar from Western WI
Health (WWH) and Julie Smith from Onyx House, reviewed a power point with the Board
regarding what Harm Reduction is, it's benefits throughout the community and efforts
that HHS is making to implement harm reduction measures.
Questions were addressed and discussion had.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any
requests for future agenda items. Board Members are encouraged to contact HHS Director
Rohret or HHS Board Chair Tellijohn if items arise.
ANNOUNCEMENTS & CORRESPONDENCE
Chair Tellijohn asked for any announcements or correspondence.
Director Rohret informed there was a legislative advocacy event today in Madison. ADRC
Administrator Kristin Newton and Supervisor Ostness attended this event.
