CALL TO ORDER
Health and Human Services (HHS) Board Chair Greg Tellijohn called this December 20, 2023
meeting of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1.Health & Human Services Board Regular Meeting October 18, 20235:00 PM
Health and Human Services (HHS) Board Chair Tellijohn asked the Board if after the
review of the minutes from the Oct. 18, 2023 HHS Board meeting if any editing was
needed. With nothing noted, the minutes were accepted as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services Board Chair Tellijohn opened the meeting to Public Comment for
items on or off the agenda.
No Public Comment tonight.
BUSINESS ITEMS
1. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the HHS monthly financials with the Board and
informed that the financials shared tonight are through Nov. 2023. Strenke shared that
HHS purchased services continue to trend high as well as some of the anticipated
revenues are running a bit short. It currently appears HHS will finish in the negative for
2023, though there is fund balance to cover the difference. Strenke informed that work
is always done at the beginning of each year to do our best to estimate expenses and
revenues for the coming year.
The Health Care Campus is currently covering all their operating expenses and will still
be receiving their supplemental payment before the end of the year so should finish in
the positive for 2023.

2. Review of the Collaboration between Economic Support and the Jail to Improve
Medicaid Accessibility
Economic Support Administrator Ronda Brown reviewed a power point with the Board,
highlighting the collaborative work between staff at the jail, various other county and
consortium staff, and the Economic Support Division. The goal was to improve
understanding of, and access to, suspended Medicaid and other Medicaid programs for
incarcerated individuals.
Discussion had with questions asked and answered.
Brown thanked all partners involved for their work with improving this process.

3. Updates from Health and Human Services
Health and Human Services Director Bob Rohret provided some updates of current work
and initiatives that the various HHS Divisions and programs are working on including
staffing needs and changes, as well as various additional grant funds and how they will
be used. Rohret also highlighted the various focus areas of the HHS Strategic Plan and
the work that has started to address each of these.
Administrator Witt also informed the Board that a new wage grid was recommended last
night by the Administration Committee which should help with recruiting, in particular at
the Health Care Campus. This will go to Board of Supervisors for final approval in
January.
Questions and additional discussion had throughout this agenda item.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any
requests for future agenda items. Board Members are encouraged to contact HHS Director
Rohret or HHS Board Chair Tellijohn if items arise.
Supervisor Barcalow is requesting to bring a draft ordinance to the next HHS meeting in regard
to defining the authority of the local Health Officer.
ANNOUNCEMENTS & CORRESPONDENCE
Chair Tellijohn asked for any announcements or correspondence.
HHS Director Rohret announced that Dr. Anwar will be leaving the HHS Board as he is
moving out of the county. Dr. Anwar will try and recruit someone to fill his vacancy.
