CALL TO ORDER
Health and Human Services (HHS) Board Chair Greg Tellijohn called this March 20, 2024 meeting
of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1.Health & Human Services Board Regular Meeting February 21, 20245:00 PM
Health and Human Services (HHS) Board Chair Greg Tellijohn asked the Board if after the
review of the minutes from the February 21, 2024 HHS Board meeting if any editing was
needed. With nothing noted, the minutes were accepted as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Greg Tellijohn opened the meeting to public
comment for items on or off the agenda.
No Public Comment tonight.
BUSINESS ITEMS
1. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the monthly Health and Human Services (HHS)
financials with the HHS Board. Strenke informed that the financial in the packet are
through Feb. 2024. Strenke shared that on the first page It will show that no state funds
have been received yet and have just started the Jan. & Feb. claims. Local collections
area coming in and are ahead of last year, which is good news. There are a couple of
negative amounts showing, though there are grant funds to cover these line items. The
2023 numbers will continue to change as we continue to close the year.
At the Health Care Campus, the Skilled Nursing census is high which is reflected in
the revenues. They continue to use pool staff so that is reflected in the expenses, but
overal showing a positive balance.

2. Resolution Accepting the Donation of Two Vehicles from Aging and Handicapped
Transportation, Inc. for Use by the St. Croix County Aging and Disability Resource
Center
HHS Director Bob Rohret provided background information regarding the dissolving of
Aging and Handicapped Transportation, Inc. (A&H Transportation) and it's connection to
the Aging and Disability Resource Center (ADRC). These vehicles have been leased by the
ADRC in the past and are in good condition. It is the wish of A&H Transportation to
donate these 2 vehicles to the ADRC and this resolution comes to the Health and Human
Services (HHS) Board for their consideration to accept this donation.
A motion was made by Supervisor Leaf to approve the resolution to accept the
donation of 2 vans from Aging and Handicapped Transportation, Inc. for use by the
ADRC. This motion was seconded by Supervisor Ostness.
Discussion and questions followed.
A voice vote was taken. All approved.

3. Public Health Permit Fee Schedule
Public Health (PH) Supervisor Laurie Diaby reviewed the recommended 2024 Public Health
Permit Fees with the Board. This fee structure is for the licensing and inspections done by the
SCC Environmental Health program for the State. PH comes to the Board each year for a review
and their input on whether there would be a fee increase. This is done so the fees collected are
able to cover the costs of running the program and not using tax levy dollars. The proposed fee
increase is covering the 1% increase that the state is requesting they be reimbursed.
Supervisor Leaf moved to approve the 1% increase in the fee schedule for 2024 and was
seconded by Board Member Lindemann.
A voice vote was taken. All approved.

Health and Human Services (HHS) Director Bob Rohret informed the HHS Board of
some legislative bills that are pending the Governor's signature. Rohret shared what
the bills are and how they might impact the HHS budget and consumers. The bills
include; the Waiver of Institutions for Mental Disease (IMD) Restrictions , "Like Kin"
placements and eligibility for Kinship Care payments (already signed), Crisis urgent
care and observations centers, and an exception for Xylazine test strips.
Questions asked and answered.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any
requests for future agenda items. Board Members are encouraged to contact HHS Director
Rohret or HHS Board Chair Tellijohn if items arise.

ANNOUNCEMENTS & CORRESPONDENCE
HHS Board Chair Tellijohn asked if there are any announcements tonight.
* Supervisor Ostness shared that the Mental Health Symposium will be held on May 1st
from 5:30- 7:30 @ St. Croix Central High School in Hammond, WI. All are welcome, please
join us.
* Director Rohret informed that interviews for a new Public Health (PH) Officer will be held
next week. Once a decision is made, the Board will be informed and request their approval.
DATE OF NEXT MEETING
No April meeting due to the election. Right now the next meeting is scheduled for May 15,
2024 @ 5:00 PM, Government Center Boardroom, Hudson.
