1. Approval of Off-Site Facility Plans
The planning subcommittee met and reviewed off-site facility plans. Grammer, Inc of Hudson is
a new reporting facility, other plans reviewed were AT&T (Hudson, Houlton and Roberts),
O'Reilly Auto Parts-Hudson, United Gear & Assembly (Hudson) and Action Battery
Wholesalers (Somerset). Dave Ostness moved to approve the off-site facility plans, seconded
by Jeff Klatt. Motion passed.

2. Designation of Emergency Coordinator
The EPCRA (Emergency Planning and Community Right to Know Act) grant requires an annual
designation of an LEPC designated Emergency Coordinator and the Coordinator of Information.
Dave Ostness moved to appoint the Emergency Support Services Director as the
Emergency Coordinator and the Coordinator of Information. Seconded by Charles Mehls.
Motion passed.

4. Hazmat Response Expenditure Policy
The committee reviewed HAZMAT RESPONSE EXPENDITURES policy. The policy is to be
reviewed annually per the EPCRA grant requirements. The item was tabled at the March
meeting pending input from the Fire Association on the fire equipment rates. The Chiefs were
reluctant to recommend pricing of equipment rental without input from other counties. FEMA
rates are lower than what is currently in the policy. Coordinator Sailer has received information
from the state regarding the policy of surrounding communities. Sailer will bring the
information back to the Fire Association and request their recommendation. Once their
recommendation is received the policy will be brought back to the LEPC for approval. If there
were no rates in the policy then FEMA's rate of reimbursement would be used. If reimbursable
rates are in the policy FEMA will accept those as rates for reimbursement. Matt Melby motions
to leave the current rates in the policy, Charles Mehls seconds. Motion passed.
5. Agency Hazmat Training Summary
Hazmat training for St. Croix agencies has trained 20 agencies with 533 people attending
training. Classes included are Hazmat Operations, Hazmat Awareness, Confined Space
Awareness and Decontamination refresher. Grant funds received $16,662.
6. LEPC Information on the Web
The committee was shown the newly created St. Croix County LEPC web page. The web page
can be found at the Emergency Support Services (www.sccwi.us\sccess) website. All LEPC
meeting agendas and minutes will now be posted on the St. Croix County Public Meeting Portal
(http://stcroixcountywi.iqm2.com).
ANNOUNCEMENTS & CORRESPONDENCE
Jason Winget from the American Red Cross reported the agency has completed three years of a
reorganization. The Preparedness section is merging with Disaster Services. November 1, 2013
the final movements should be complete.
Sailer reported to the group St. Croix County has received the National Weather Service
accreditation. St. Croix County is now only one of four counties in the state to receive the
accreditation. A December tabletop exercise at Precision Ag is being discussed, volunteers for
the design team include; Jan Nelson, Jill Ellestad, Charles Mehls, MaryEllen Bol, Janet Smith
and Terry Andersen.
