Local Emergency Planning Committee – Regular Meeting – September 7, 2017 1:00 PM RESULT: ACCEPTED PUBLIC COMMENT No public comments. BUSINESS ITEMS 1. Review policy on processing public requests Emergency Manager Natasha Cardinal reviewed the LEPC policy section 324 for release of information from LEPC files pursuant to SARA/TITLE III Provisions. Changes will be made to the policy to correct the "Material Safety Data Sheets" (MSDS) to the more acceptable "Safety Data Sheets" (SDS). RESULT: DISCUSSED 2. 2017 DNR spill summary Manager Cardinal informed the committee of the 14 DNR spills reported in 2017. The EM Manager receives notice each time a spill is reported. RESULT: DISCUSSED 3. Agency Hazmat Training Summary Cardinal informed the committee she has submitted grant requests on behalf of the fire departments for Hazmat Operations level refresher training. Grants have also been filed to pay for Hazmat Awareness Level refresher training for Law Enforcement, parks and facility personnel. RESULT: DISCUSSED 4. All Hazard Mitigation Plan Update The committee entered into the All Hazard Mitigation plan Steering committee functions. Chris Straight from West Central Regional Planning Commission presented survey results. Discussion on including civil unrest into our plan. Sheriff Scott Knudson, St. Croix Fire Chief Scott St. Martin spoke on the training and disturbance resolutions and how that would be effective and a good use of resources. Active Threats (grouping all hazards into this category), Risk section (Identify hazard, talk about past events, probability of that hazard to happen, vulnerability what is likely to happen if the event happens). Chris walked the committee through the Section III Risk Assessment handout. Input is needed on what the committee would like to focus on for the Risk Assessment section. Active shooter or All hazard approach to active threats and terrorism related items. Domestic terrorism vs international terrorism. Straight will pull data on active shooter and other statistical data on what we are likely to face. Straight will also obtain data for terrorism as well as the active shooter. Discussion on roles of first responders and law enforcement. 911 Manager Terry Andersen spoke on attending EMS Echo3 training. WEM regional director Lisa Olson-McDonald asked if the plan covers large assembly activity ordinances. Is this a mitigation item? Work will be done on research ordinance for large crowd control. Corporation Counsel Scott Cox appeared and addressed the committees ordinance questions. St. Croix County does not have a current ordinance for large gathering or assembly. Usually at the municipality level large assembly ordinance. Concerns expressed through the township and municipal meetings are; Town Ships: Flooding twin lakes and along apple river. Tornados (mobile home parks) subdivisions without sirens. Aging sewers and infrastructure. Local official's have expressed intereste in taking ICS classes. Cities and Villages: Flooding (rain instead of overbanking) increase in heavy rains. Bigger issue seems to be seepage lakes. The plan will address some of these items as possible mitigation projects. Bass and Perch Lake, one property identified as possibly a mitigation item. Saferooms were discussed. City and Villages communications discussion. New 64 lanes traffic patterns are changing. Safety mitigation plan might be too soon to mitigate on the different traffic from new bridge Winter. Discussion on formalizing a survey to towns, villages and cities and health care facilities, hospitals, public works, schools. Discussion on invasive species will be added to the plan. RESULT: DISCUSSED 5. Prairie Island Ingestion Counties Training EM Manager Cardinal gave a brief description of the Prairie Island nuclear plant and upcoming training exercises happening this year. Meetings start next week for Design and Planning for the training exercise. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS March will include Steering committee duties. ANNOUNCEMENTS & CORRESPONDENCE None ADJOURN Meeting was adjourned at 2:33 PM DATE OF NEXT MEETING MARCH 8, 2018? Next meeting date was changed to March 15, 2018 in the County Board room Hudson.
