Minutes from the July 13, 2012 meeting were accepted written.

BUSINESS ITEMS
1. Financial Reports
Hansen walked the committee through the new Financial Report format. Financial
reports are as of July 31, 2012, budget percentage benchmark is right around 58%.
Ostness inquired about the appearance of a shortfall in revenue line items. The
Committee discussed how the budget line items are for a specific date in time. Staff
explained reimbursement grants are based on both Federal (October - September) and
State fiscal (July - June) years and the County budgets on a calendar year. Emergency
Support Services has received their 2011-2012 first half grant funds in the recent weeks,
which this report does not reflect. District Attorney's Office budget will be impacted due
to significant budget cuts from the State of Wisconsin in 2013.
2. Budget Impact of State of WI Vs. Schaffhausen
Thompson has met with all Department Heads involved with this case. Expenditures
related to this case will be tracked. Some of the expenses can be absorbed into the
current budget. There will be expenditures in both the 2012 and the 2013 budget. At this
time there is not a need for line item transfers.
District Attorney Eric Johnson introduced recently hired Assistant District Attorney Mike
Nieskes.
3. Summary of 2012 Baldwin/Woodville Training Exercises
Swetlik gave a report on the Baldwin Exercise held on August 23, 2012 at the
Baldwin/Woodville High School. Swetlik recognized the Sheriff's Office, Tom Grahek,
state training officer and the ESS staff for the successful training. Sheriff Shilts and
Chief Deputy Knudson spoke on the improvements made between the Functional
exercise in June and the Full Scale exercise in August. The after action report has not
been received, which will indicate areas to be improved upon and the strengths shown for
all groups. Chairman Larson and Administrator Thompson were at the exercise as
observers and both appreciated the experience. Kiesler shared a work experience which
highlighted the necessity for drills and training.
Sailer announced September is NATIONAL PREPAREDNESS MONTH. Outreach for
employees, county board members, residents and department heads will be happening
throughout the month. St. Croix County is initiating a Medical Reserve Corps chapter
which enables us to be better prepared in times of emergencies.
Sheriff Shilts, referencing the cramped quarters of the Comm Van during the exercises,
informed the committee Washington County Sheriff's Office has a used communication
trailer they may be interested in selling. The Washington County Board needs to
approve the sale of the trailer to St. Croix County before any transactions can be
completed.
ANNOUNCEMENTS & CORRESPONDENCE
Eric Johnson informed the committee of the retirement of Assistant District Attorney, Frank
Collins effective September 1, 2012. Frank served the county for over 20 years.
