APPROVAL OF MINUTES
1. September 14, 2012 8:00 AM
September's minutes reflect there will be a reduction to the District Attorney's budget.
The District Attorney's budget will be impacted due to significant budget cuts from the
State of Wisconsin not from the County Budget.
RESULT: ACCEPTED AS AMENDED

BUSINESS ITEMS
1. Financial Reports
Finance Director Hansen indicated per the committees direction there is a new format for
Financial Reports. After the 2013 budget is completed Finance will look at including
trends and other modifications.
Discussion. Supervisor Brinkman thanked Hansen for the new report format.
2. 2013 Budget Review
Administrator Thompson spoke on the summaries for each department. The 2013 Budget
is now balanced. Finance Director Hansen reported Wisconsin Retirement contribution is
locked in at 6.65% for general government employees from the current 2012 contribution
rate of 5.9%. This is an overall increase of 12.3%. Health Insurance was initially
budgeted for a 10% increase but has been locked in at a 3% increase. Thompson noted
the smaller insurance increase was due to some high cost claims which came off the
system along with work from the Health and Wellness committee. The health insurance
savings was used to help offset the retirement increase. Hansen explained in previous
years the overtime line item contained both wages and fringes. She has separated the two
categories and it is reflected in the reports.
The committee reviewed the budget reports presented by Thompson and Hansen.
Discussion on the Child Support, District Attorney, Emergency Support Services, Law
Enforcement, Medical Examiner and Victim Witness departments' 2013 budgets.
Administrator Thompson thanked the department heads for their work on the budget
process.
Additional Meeting Documents
Finance Director Hansen distributed the Victim Witness Expenditure 2013 budget
review.
