APPROVAL OF MINUTES Minutes are accepted as presented 1. November 9, 2012 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT No public comments. BUSINESS ITEMS 1. Financial Reports Finance Director Tabatha Hansen presented the Financial reports. The presented report balances are effective as of 10/31/2012. Discussion. 2. Discuss Resolution to Authorize the Sale of Vacant County Land and Assign Proceeds to Create a Separate Capital Projects Fund Relocation of 9-1-1 Center and Sale of Vacant Land - Discussion Administrator Thompson stated since the resolution addressing the sale of vacant land was presented at the December county board meeting staff have been working to get additional information on the project to present to each of the standing committees. The presentations and discussions at each committee will address supervisor's questions. Health and Human Services Director Fred Johnson and Emergency Support Services Director Casey Swetlik will both present information to the committee. Thompson stated the county has owned this land since the 1800’s. The lease on the vacant land expires the end of this year. The County has critical capital outlay needs which will be addressed later in the meeting. The intent is to retain 30 acres (shown on handout outlined in blue). Consultants have recommended to the county to retain 7 - 10 acres to accommodate nursing home and assisted living facilities. Research from staff has indicated the method of sale for agriculture land of this size and magnitude is best done at auction. Health and Human Services Director Fred Johnson presented to the committee how the Health and Human Services department would proceed if the sale of vacant land occurs. The plan addresses vacating the current building, cleanup of current site, continuing services to the residents of St. Croix County, determining a new infrastructure while implementing new Health records, working with IT and HR to support a mobile workforce and relocating in a location which best achieves efficiencies for all county departments. Emergency Support Services Director Casey Swetlik presented to the committee options for the 9-1-1 center relocation if the sale of vacant land occurs. His report addressed location options of a new 9-1-1 center, current status of critical technological infrastructure, planning required for moving the existing 9-1-1 center and Emergency Support Services offices, a transition plan for accomplishing the move and the final cutover of services.
