APPROVAL OF MINUTES 1. March 1, 2013 8:00 AM Minutes from the March 1, 2013 meeting were accepted. RESULT: ACCEPTED PUBLIC COMMENT* There were not any public comments offered. BUSINESS ITEMS 1. Financial Reports Administrator Thompson reported expenditures are approximately 87% of what was budgeted in 2012. This is roughly $287,000 under budget. Revenues are under budget, due mostly to grant and other sources not being received until end of quarter. Director Hansen has not seen many expenses due to the Schaffhausen trial. Hansen has met with departments involved in the trial and confirmed related expenses are being tracked correctly. 2. 9-1-1 Center/EOC Project Update Director Swetlik reported the second Request for Proposal in the project has been released. The RFP is addressing the consoles for the communications center. The pre- submittal conference was held on Tuesday, April 9th with 7 vendors attending. Bids are due on April 18th and the notice of award is planned for April 26th. Once the furniture bids are received the bids will be evaluated by the advisory committee and a recommendation will be made to the Administrator. Administrator Thompson has signed the contract for the Architectural firm and a meeting will be held today to start working on the project. Administrator Thompson reported the closing on the land sale has been completed. 3. Quadrant Based Storm Notification Director Swetlik reported The National Weather Service has announced Wisconsin will participate in their "Impact-Based Warnings" program beginning in 2013. This new system is described as a tiered warning system. A tornado warning siren will have three tiers to better indicate the level of threat. Tier One: Same as now, Tier Two: significant evidence of a large and dangerous tornado, Tier Three: potentially violent tornado is likely. Swetlik realizes there will be a significant amount of citizen outreach to educate the public. The tiered program also gives the county the opportunity to go to a quadrant based siren system (handout). A quadrant-based notification system would allow "community based" siren activation. Using County Trunk E and County Trunk T as boundaries, dispatchers would use the National Weather Service (NWS) to determine which sirens to sound. Director Swetlik recommends moving to the quadrant based system. Discussion A Kiesler\Brinkman motion was made for the county to move to a quadrant based notification system. Motion Passed. Resolution Establishing a St. Croix County Community Justice Collaborating Council Administrator Thompson noted the Community Justice Collaborating Council was discussed at the February committee meeting. Administration has had discussions with the Clerk of Court, Sheriff, District Attorney and Judges to get input before presenting the committee with a resolution. This resolution will begin the formal process of creating a St. Croix County Community Justice Collaborating Council. CJCC Coordinators from LaCrosse and Eau Claire have agreed to meet with leadership to get the Council up and running. Discussion An Ostness/Kiesler motion was made to approve the Resolution Establishing a St. Croix County Community Justice Council. Motion passed. County Administrator Performance Objectives Administrator Thompson explained each standing committee will have input on establishing Pay for Performance goals and objectives for the County Administrator. The standing Committee Chairs met and decided Committee members are to give their suggestions to their Chairperson and the items will be discussed during the next committee meeting. The suggestions will then be submitted to the Administration Committee Chairman. Discussion on if County Board would be able to view the entire list along with the final goals or if they would only see the final result. Discussion. ANNOUNCEMENTS & CORRESPONDENCE Sheriff John Shilts announced the Sheriff's Office will be receiving an award from the Department of Defense in recognition of the department's support of National Guard members. The Sheriff's office is one of three agencies in Wisconsin being presented with the ABOVE AND BEYOND award. He thanked the committee for setting policies and procedures in support of working with the National Guard members. The department is also in the running for the Compatriot Award. If the department receives the Compatriot Award they will be invited to Washington D.C. to receive the FREEDOM Award. The new canine is in training and will be graduating from the Patrol training section on May 22, 2013. Training for the narcotics will follow. ADJOURN DATE OF NEXT MEETING - MAY 10, 2013
