1. July 12, 2013 8:00 AM
July 12, 2013 minutes were approved as presented.

BUSINESS ITEMS
1. Financial Reports
Finance Director Tabatha Hansen reported revenues appear low due to grant dollars not
being deposited. The federal and state grant years are not on calendar years but different
fiscal years. Expenses are under budget as of June 30, 2013. Reports are still coming in
on the expenses related to the Schaffhausen trial, at this time there are roughly $116,000
in related costs. Discussion
2. Storm Readiness National Weather Service Accreditation
ESS Director Swetlik briefly described the National Weather Service Storm Ready
accreditation program. Swetlik introduced Emergency Management Coordinator Kristen
Sailer. Sailer explained the work performed in getting accredited through the National
Weather Service (NWS). St. Croix County is now one of only four Wisconsin counties
which are Storm Ready accredited. The National Weather Service would like to
officially present the certificate at the September County Board Meeting. Supervisor
Ostness thanked Sailer for all her work.
3. Statewide Federal Disaster Declaration
Emergency Management Coordinator Kristen Sailer distributed the disaster declaration
from Governor Scott Walker. St. Croix County was included in the Presidential disaster
declaration. Damages were sustained during the June 20-28 event. Sailer explained the
work involved in the declaration and what municipalities are involved. FEMA was
scheduled for only one day to review the storm damage but was actually here for three
days. FEMA disaster teams are required to visit each site where damages were noted. St.
Croix County damages were reported from 20 entities, 2 schools, 2 utilities and 15
municipalities. At this time we have over $850,000 in damages reported. The last time
St. Croix County was included in a federally declared disaster was 2001.
Supervisor Ostness inquired as to the next step in the process. Sailer informed the
committee there will be an applicant briefing here at the County Board room on
8/16/2013. After applications are processed FEMA will schedule individual meetings
with the applicants. St. Croix County departments (Highway and Parks) will be filing as
one application. Discussion
4. 9-1-1 Center/EOC Project Update
ESS Director Swetlik reported the new UPS has arrived for the 911 center and will be
scheduled for installation. The Request for Proposal mandatory presubmittal meeting
was held and the RFP due date is August 14, 2013.
5. St. Croix County-Pierce County 9-1-1 Consolidation Feasibility Study Update
County Administrator Thompson reported Public Service Consulting (PSC) has been
hired to perform the feasibility study. Both Pierce and St. Croix have endorsed the study.
The study timeline is indicating November for a completion date. The results of the
study will be presented to the Public Protection Committee and County Board.
6. Resolution Opposing 2013 Wisconsin Act 20, Section 1270
The resolution opposing 2013 Wisconsin Act 20, Section 1270 was presented by Sheriff
John Shilts. Sheriff Shilts presented the committee members with a copy of the
resolution and reported on his research. Other counties have expressed interest in
pursuing a challenge but are concerned about possible expenses. The City of Milwaukee
is pursing a challenge based on the constitutionality of the act. Cities and municipalities
are covered under the constitution while counties are covered by state statutes. Shilts
noted the Wisconsin Counties Association will be meeting and if the committee
recommends approval of the resolution he would like to see participants speak about the
resolution to their counterparts. Supervisor Ostness moves to recommend approval of the
resolution and move it forward to the October County Board meeting, Supervisor
Hurtgen seconds. Resolution is recommended to County Board for approval.

ANNOUNCEMENTS & CORRESPONDENCE
Supervisor Ostness recognized Sheriff Shilts and his staff for taking time with a SCI client
following County Board. The client and his family were very pleased.
Director Casey Swetlik announced the Full Scale training exercise on August 14, 2013 at the
Somerset School campus. Participants include Emergency Support Services, Sheriff's office,
Somerset School and the Somerset Police Department among others. So far there are 160
participants identified. Discussion on future training exercises. Chair Larson encourages all to
attend if possible
Supervisor Ostness would like on the next agenda updates from the Criminal Justice
Collaborating Council (CJCC) and a report from the Emergency Management intern.
