APPROVAL OF MINUTES 1. September 20, 2013 8:00 AM The minutes from September 20, 2013 were accepted. RESULT: ACCEPTED PUBLIC COMMENT* No public comment was offered. BUSINESS ITEMS 1. Financial Reports Administrator Thompson reported the 2013 budget is on track. The 2014 Budget is balanced. Administrator Thompson will present the 2014 budget to the Committee of the Whole on October 23rd. 2. 9-1-1 Center/EOC Project Update Director Swetlik reported on the 911/EOC project. Demolition is done and construction has begun. Swetlik invited members to tour the construction area after the meeting. Administrator Thompson reported on the Pierce/St. Croix 9-1-1 merger study. Study is halfway complete with workgroup meetings, stakeholders, chiefs and representatives from Pierce and St. Croix. Meetings have been held or scheduled to be held with Law Enforcement, Fire and EMS. 3. Community Justice Collaborating Council Chair Larson reported on the Community Justice Collaborating Council (CJCC). A meeting of the council is scheduled for next week. There have been small group meetings with updates being provided at the October 24th meeting. The group has solicited citizen input by sending out letters, as of this meeting there has not been much response. Executive Chair is Judge Lundell and Vice Chair is District Attorney Eric Johnson. Members are very conscious of staying focused on a results driven council. A grant was submitted on October 17th for CJCC funding. The grant is a collaborative effort on the part of the Judges, District Attorney and the Clerk of Court office. Administrator Thompson introduced Jessica Zupfer, explaining Jessica's role in the CJCC. Thompson also thanked Clerk of Court Lori Meyer, for allowing Jessica to take time away from her duties as small claims clerk to work on the CJCC. Zupfer gave a brief overview of the CJCC since the resolution forming the council was passed in February. Finalizing by-laws, citizen membership, 4 strategic goals for the next year. TAD (Treatment Alternatives and Diversion) GRANT 1.5 million worth of funding. Handout explaining Treatment Alternatives and Diversion. Three programs will be affected by the TAD grant and CJCC. Out of the 30 - 35 organizations applying for the grant there will probably be 10 - 12 grant awards. The CJCC is applying for $105,000 in funding. Chair Larson announced the Substance Abuse committee will be meeting to discuss the CJCC on October 24th, at 4:00 PM here at the Government Center. That meeting will determine the status of the substance abuse committee. ANNOUNCEMENTS & CORRESPONDENCE Sheriff John Shilts handed out a brief article on Sgt. Josh Stenseth and K9 partner Dex. The Team recently participated in the United States Police Canine Association’s field trials event near Washington D.C. The St. Paul Police Department invited Sgt. Stenseth and Dex to participate in the Regional Team. The Regional team Placed 3rd overall in the competition. Sgt. Josh Stenseth and Dex participated in the individual event of Criminal Apprehension, in which they placed First. Chair Larson congratulated the K9 team and Josh Stenseth.
