Minutes from July 18, 2014 meeting were approved.

BUSINESS ITEMS
1. Financial Reports
Pat Thompson reviewed the June 2014 financial report.
2. Medical Examiner report
Patty Schachtner, reviewed two reports (birth and death statistics in St. Croix County for
years 2004 - 2014 and population components) With the committee. Schachtner informed
the committee the Medical Examiner budget request will increase this year due to an
increase in hours request (1,300 hrs from 600 hrs), increases in autopsies and death
investigations.
3. Community Justice Collaborating Council (CJCC)
Mike O'Keefe explained the COMPAS (Correctional Offender Management Profiling for
Alternative Sanctions) system which identifies the risks and needs for offenders. The
CJCC would like to have Law Enforcement transition to using the COMPAS system
when making stops or arrests, this would aid in having all agencies "speak the same
language". O'Keefe introduced Mark Lemke, supervisor with the Department of
Probation and Parole. The internet based program is an actuary tool which determines
the risk of an individual to re-offend with a similar crime within the next two years.
There are eight (8) criminal-genic needs (the origin of why someone is committing the
offense) which COMPAS identifies; anti-social cognition, peer group, anti-social
personality, family, substance abuse, employment, schooling and recreational/leisure
time. Mr. Lemke gave an overview of the COMPAS system. The results from the
assessment will determine the comprehensive plan implemented for the individual.
4. NG911 Bid Summary and Recommendation
Casey Swetlik presented a summary of the Phase II project to date. In April 2014 the
county made a decision to manage this project in-house and not hire a consultant.
Swetlik acknowledged and thanked county staff who have all worked to get the project to
where it is today; Scott Cox Corporation Counsel, John Allegro Information Technology
Director, ESS staff Terry Anderson and Steve Bahneman. Eight bids were received from
the RFP by seven separate vendors. The bids were reviewed by the Selection Committee:
Supervisor Nelson, Chairman Larson, Terry Andersen, Steve Bahneman, Phil Meixner
(Pierce County), John Allegro and Swetlik. The committee recommends the AT&T
Vesta selection.
Motion: Nelson motions to accept the NG911 bid summary and recommendation of
the selection committee and gives the Administrator direction to complete all
documentation which needs to be filled out. Seconded by Larson. Motion passes
unanimously.

5. Resolution to Support Funding of Main Entrance Screening at the St. Croix County
Government Center in the 2015 Budget
Administrator Thompson reports the background of the resolution. Ziliak and Shilts
spoke with the Judges who approve front door screening. The Judges would like to be
involved in the procedures and policies for the screening procedures. Sheriff Shilts
reported the screening station would be staffed with a contracted person along with a
deputy. The Sheriff's office would be responsible for day to day operations. Judge
Needham explained the supreme court recommends security screening for courts. He
supports the resolution and then working out the administrative details. Discussion on
the history of courthouse security and concerns over the lack of details of the screening
operation and the budget details. Sheriff Shilts suggests a closed session in a future
meeting to discuss the details of the security screening. Administrator Thompson
explained the administrative policies would be developed after the board approval. This
resolution was created as directed by this committee, the purpose is to show support of
security screening. . The detail will all be presented in the budget process and the
committee will have input.
Motion: Nelson Motion to approve this resolution, Babbitt seconds. Motion passed.

Sheriff Shilts announced there is a canine 5k and 10K as part of the Oxcart days in Star Prairie
tonight at 5:15 PM.
