1. Financial Reports
Administrator Thompson reviewed the August 2014 Financial reports.

2. 9-1-1 Infrastructure Phase II
Emergency Support Services Director Casey Swetlik reported on the current status of the
9-1-1 Infrastructure Phase II project. Contract with AT & T has been reviewed and
returned to vendor with suggested changes made by Corporation Counsel, hoping to have
the contract within the week. Meetings are being scheduled with municipalities to discuss
the importance of co-locating on their water towers. The Glenwood City tower easement
requires maintenance. ESS staff will be working with the Highway surveyor and the land
owner to update the legal description of the easement as well as the physical condition.
Talks have begun with Washington County to partner with them on the Hanley Road
water tower site.
Director Swetlik continues to work on the Deer Park tower site. Local and State
ordinances limit tower height to 200 ft. The required height needed for this tower is 280
ft. Swetlik will work with Community Development, Corporation Counsel and
Administration to review and update ordinances if possible.

3. Community Justice Collaborating Council (CJCC)
CJCC Coordinator Mike O'Keefe reported October is Domestic Violence Awareness
Month. He introduced Selena Peterson, Victim Witness Legal Advocate and Katie Ryan
from Turning Point for victims of domestic and sexual assault. Ms. Peterson and Ms.
Ryan gave a brief presentation on domestic violence in St. Croix County and the
programs available for victims of domestic violence. Services offered through the Victim
Witness department and Turning Point for victims of domestic and sexual assault were
briefly explained to the committee. St. Croix and Pierce counties have partnered to form
a Coordinated Community Response (CCR) group called The St. Croix Valley Alliance
Against Family Violence. This group brings together multiple disciplines to discuss
options of counteracting domestic violence. The committee members were invited to
participate or join the CCR, meetings are held every 2nd Thursday of the month at the
River Falls Police Department at 11:00 Am - 12:00 PM.

4. The Committee may convene into closed session pursuant to Wis. Stat. 19.85 (1)(d) to
discuss the Administrative Policy and Procedures for the Main Entrance Screening and
related security protocols in regard to strategies for crime prevention and/or detection
Sheriff Shilts informed the committee the majority of the draft administrative policy and
procedures for the main entrance screening presentation could be conducted in open
session. Risk Manager Kristen Ziliak invited members of the workgroup on the
administrative policy to the table. Historical, current and future items of security and
safety at the government center were presented. The Sheriff's Department has authority
over the safety and security of the government center and the Chief Judge of the District
must approve any security changes that will affect courtroom security. WI Supreme
Court Rules - Chapter 68 addresses rules for court security. The financial impact of
implementation was presented with multiple options for personnel. Multiple staffing
options were discussed. Review of the Administrative Policy included purpose,
implementation, exceptions, standard operating procedures, building egress, access after
hours, other exceptions, law enforcement screening, deliveries and contracted services,
strollers and child carriers, jurys and tv cameras and policy & procedure approval and
review. Discussion was held.
Motion by Roger Larson to enter into closed session, seconded by Scott Nelson. The
committee entered closed session at 9:36 AM.

5. Reconvene into open session to discuss any budgetary impact or procedural requirements
of the Administrative Policy for the Main Entrance Screening.
Motion by Roger Larson, seconded by Stephen Nielsen to reconvene into open
session.

ANNOUNCEMENTS & CORRESPONDENCE
Announcements and Correspondence Stephen Nielsen reported from the Traffic Safety
committee held yesterday the concerns of traffic entering and exiting the faith community
church parking lot. The committee will continue to review. Directory Swetlik recognized
Kristen Sailer's accomplishment of passing the Wisconsin Emergency Management Certification
test. Kristen is now a certified Emergency Management Director.
