1. Public Protection Committee - Regular Meeting - Dec 12, 2014 8:00 AM

BUSINESS ITEMS
1. Financial Reports
Patrick Thompson gave the Financial report. Chair Brinkman thanked the department
heads for their budget awareness.

2. Community Justice Collaborating Council (CJCC)
CJCC Coordinator Mike O'Keefe reported Steve T'Kach has resigned as a citizen
member of the council to pursue his acceptance of the ESS Interim Director position.
O'Keefe asked the committee to offer suggestions for a new citizen member, he will
accept any/all referrals for the position. Next CJCC meeting is 1/22/2015 @ 8:00 AM in
County Board room and invitations were extended to the committee members. Chair
Brinkman thanked O'Keefe for his work with the CJCC.

3. 9-1-1 Infrastructure Phase II
Emergency Communications Coordinator Terry Andersen presented an update on the 9-
1-1 Infrastructure Phase II project. Coordinator Andersen gave a brief report for all sites
addressed in the Phase II project, Baldwin, River Falls, King Stack, Somerset, New
Richmond, Hudson, Glenwood City, Woodville, Hammond, Deer Park and Roberts. The
Phase II project will increase the number of towers from Seven to Eleven. The
Emergency Medical Dispatching (EMD) system will be scheduled for staff training in
March and a "Go Live" date is the end of March. Brinkman thanked Coordinator
Andersen for working on the 9-1-1 Phase II update.

4. Medical Examiner
Patty Schachtner walked through the ME report included in the agenda packet. Chair
Brinkman thanked Medical Examiner Schachtner for her work.

ANNOUNCEMENTS & CORRESPONDENCE
Administrator Thompson asked Emergency Management Coordinator Kristen Sailer to give the
committee some information on the situation with the Apple River flooding. Coordinator Sailer
reported there is some localized flooding and she is keeping in contact with the township and
homeowner. Usually the problem is addressed by the lowest level of government. The township
voted to not help the home owner. Sailer explained to the committee the Emergency
Management office usually gets involved only when there is a damage assessment or the state
asks for numbers or when public infrastructure is being affected
Administrator Thompson announced Child Support Administrator Katy Kapaun is retiring at the
end of January. Thompson also announced Steve T'Kach has agreed to work as the interim
director of Emergency Support Services for the next 6 months. Discussion was held on the
Emergency Support Services department and possible changes in the organization of the
department. Thompson is hoping to have a decision sometime in the late summer. Committee
members expressed interest in being involved in the discussion and decision.
Brinkman thanked Child Support Administrator Katy Kapaun for her service to St. Croix
County.
