Meeting organizer Janet Smith. APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – May 15, 2015 8:00 AM Minutes were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT No public comments were presented. BUSINESS ITEMS 1. Welcome new member Carah Koch, was appointed by the County Board to represent District 6 after the resignation of Stephen Nielsen. Ms. Koch was unable to attend this meeting. RESULT: DISCUSSED 2. Financial Reports Administrator Patrick Thompson presented the May 2015 Financial report. Revenues behind the projected amounts for May, but this is not unusual for this time of year. Expenditures through May are also under the forecasted amounts. RESULT: DISCUSSED 3. Community Justice Collaborating Council (CJCC) CJCC Coordinator Mike O'Keefe held his report as it ties in with the CJCC Mental Health workgroup being reported on by Supervisor Babbitt. O'Keefe reported on the increase in female participation in the drug court. Many of the participants are young mothers. Parenting classes have become part of the program. RESULT: DISCUSSED 4. Discussion on CJCC Mental Health workgroup Supervisor Babbitt spoke on the Federal, State and Local jail and prison inmate populations which have mental health or substance dependency issues. Federal, State and local initiatives are beginning to look at possible ways to better treat and work with the inmates while attempting to reduce the jail populations. Babbitt would like to see St. Croix County be involved in working with getting services to these individuals and get them out of the jail/prison population. Mike O'Keefe reported on the CJCC Mental Health workgroup. Fred Johnson will lead the workgroup. At the first meeting discussions were held on the current costs affiliated with working with emergency detentions. Currently, the nearest facility is in Winnebago with daily rates at approximately $1,000. This amount does not include costs to the county of transportation by the Sheriff's Office. This workgroup will look at alternatives to the current process. Possibly a tri county consortium. Sheriff Shilts supports this workgroup and gives this group credit for starting the discussion. On July 24th Sheriff Shilts will be meeting with a private vendor which currently transports prisoners out of state for extraditions, about possibly doing the transports to Winnebago. Discussion. RESULT: DISCUSSED 5. Full scale exercises review Emergency Support Services Director Stephen J. T'Kach reported on the two full-scale exercises held in June. The first was the Hudson School District Active Shooter on June 9th, 2015. Due to a call out in Eau Claire County the Sheriff Office ERU was not able to participate. There were 27 agencies participating with the High School campus, St. Pat's Catholic Church and the Faith Community church served as the reunification center. The Sheriff spoke on the ability of multiple agencies able to adapt to roles when things don't go as planned. Emergency Preparedness Specialist Natasha Cardinal spoke on the full scale exercise held on June 24, 2015. This exercise was held as a joint effort between St. Croix, Pierce County and Washington County all coordinated to perform this (Point of Dispensing ) POD full scale exercise. Emergency Management was awarded a $9,000 grant which fully funded this exercise. RESULT: DISCUSSED 6. Medical Examiner report Medical Examiner Patty Schachtner handed out a statistics report along with a report on excessive alcohol consumption. Discussion on cost analysis and the 999 state budget item which froze the fees medical examiners can charge for services. Thompson recommends the Medical Examiner fees remain as they are. Now that fees cannot be increased the burden to the county will be significant. Discussion was held on the findings of Dr. McGee regarding the increase in baby boomer deaths due to the eliminating alcohol after years of "cocktail hour". Discussion on adding ME deputies. All employees are contracted employees. RESULT: DISCUSSED 7. 9-1-1 Infrastructure Phase II ESS Director T'Kach gave a brief report on the Phase II report. We have received permits for the Deer Park tower. Meetings have been held with the City of River Falls regarding towers, they were very open to options. There was discussion on purchasing or a long term lease for $1.00. The River Falls tower will be the one place which will probably not be completed in 2015. RESULT: DISCUSSED 8. Discussion on squad purchases Sheriff John Shilts will bring this forth during the budget process but wanted to let the committee know there is going to be a problem with the squads getting smaller and smaller there may problems fitting people in the cars. The amount of equipment each officer needs in their vehicle adds to the space problem. The Sheriff invited the committee to come down and view the squads. Committee will take a 5 minute break and then reconvene in the lower parking lot by the Sheriff's Office. Three vehicles were open to the committee in the lower lot. The current Ford Police Interceptor, a Dodge and a Ford SUV. Discussion on the limited space for a detainee and officer equipment in the sedans vs the SUV. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS No suggestions for future agenda items were offered. ANNOUNCEMENTS & CORRESPONDENCE T'Kach briefly reported on the flooding from the Monday July 6, 2015 rains. There was damage across the southern part of the county.
