CALL TO ORDER: The meeting was called to order at 3:00 P.M. by Chair Esther Wentz. ROLL CALL: Present: Esther Wentz and Linda Luckey. Others present were: Ed Thurman, St. Croix County Health & Human Services- Public Health; Shannon Bartlett, Youth Service Bureau; Doug Briggs, Somerset Police Department; Steve Kirt, St. Croix County Health & Human Services -AODA; Mary Planten - Krell, Youth Service Bureau; Dana Krahenbuhl, Hudson School District; UWRF student Abby Holt; Duana Bremer, The Salvation Army, Pete Van Dusartz, Hudson Hospital, P.F.C.; Cassandra Malloy, Hudson High School; Scott Knudson, St. Croix Co. Sheriff's Office; and Joan Sprain, UW Extension. Guest: Honorable Judge Vlack APPROVAL OF MINUTES OF PREVIOUS MEETING: A motion was made by Luckey and seconded by Wentz to approve the minutes of the September 112011 meeting. Passed. Presentation by Amber Perry, Drug Court Coordinator —Re -entry after Drug Court: Amber and the Eau Claire Co.Drug Court Coordinator have been doing presentations on re -entry from prison. Judge Vlack shared that every year judges visit prisons. He visited the Chippewa facility and asked if released prisoners return to their respective counties for extended supervision. They currently don't but if they did they could be served by Drug Court and we would not need a separate re -entry court. Amber passed out the Drug Court Annual Report. (See attached.) Everyone involved participates in the County Matrix program. Currently, there are more males than females. The participants ages are from 19 - 65. Now mostly 19 -25 year olds. . Judge Vlack shared that heroin, meth, and oxycodone use are on the increase. Also using other substances that are not on the radar. K2 synthetic marijuana is being tested for. There's a federal law against K2. Committee Networking — Alcohol and Other Drugs: 1. Steve Kirt reported that Sara Sedahl had a baby boy. (Congratulations!) She has scheduled a Parents Who Host Meeting for December 8th. 2. Linda Luckey brought a newspaper article about bath salts. Doug Briggs hasn't seen that as much as prescription drug misuse. Shannon reported that she had a student who misunderstood that bath salts weren't the real thing and tried to use true bath salts. 3. Doug reported that AODA grant monies will be ending. New Richmond is going to drop out of the YSB program in December. Trying to strategize how to keep it in the New Richmond schools. In the three years since the program started 1, 125 individual sessions have been provided via the program. (226 students) Discussion focused on strategies that might be used to convince them to support the program. 4. Steve Kirt reported that county and contract staff will attend training and then train other staff in the Screen Brief Intervention for Referral and Treatment training. 5. Doug Briggs reported that Healthier Together (CHIPS) met to update each other. 6. Pete Van Dusartz reported that the Drug Endangered Children program created an MOU to help law enforcement have protocols to make referrals for children when they are dealing with incidents. This program is being resurrected. 7. Doug Brigs reported that they are winding down CARD (compliance check) program. Looks like it will be funded in the future. 8. Joan Sprain reported on the CARES (Baldwin Grant) effort to examine parent education and other interventions to increase child well -being and prevent child maltreatment in Pierce and St. Croix Co. 9. Dana Krahenbuhl is looking for resources on K2. 10. Cassandra Malloy, intern at Hudson High School introduced herself. She works for Pierce Co. Human Services.
