APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – September 18, 2015 8:00 AM The minutes of the September 18, 2015 meeting were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT No public comments were offered. BUSINESS ITEMS 1. Financial Reports County Administrator Patrick Thompson outlined the financial reports thru the end of August 2015 and reported both revenues and expenditures are on track for this time of year. RESULT: DISCUSSED 2. 2016 Budget Review Brinkman reported since there are forthcoming changes to department budgets, the Department Heads do not need to present their individual budgets today. Thompson reported there are no major budget modifications, but highlighted the day reporting center and noted there are some new position requests. Thompson reported the recommended budget will be presented at the Committee of The Whole meeting next week; then to the Administration Committee for review, then to the County Board. Nelson requested a listing of all new position requests. RESULT: DISCUSSED 3. Resolution approving 24/7 access during times of emergency Sheriff John Shilts provided a brief background of the necessity of this resolution, citing the security screening and Coop Plan and reported this resolution closes any loopholes. Motion by Nelson, 2nd by Koch to approve. Nelson reported those who have 24-hour access should know the basics of what the system does and suggested taking the NIMS (National Incident Management System) training. Motion carried unanimously. RESULT: APPROVED [UNANIMOUS] Next: 11/3/2015 9:00 AM MOVER: Scott Nelson, Vice Chair SECONDER: Carah Koch, Supervisor AYES: Andy Brinkman, Roger Larson, Scott Nelson, Carah Koch 4. 9-1-1 Infrastructure Phase II Interim Emergency Support Services Director Stephen T'Kach provided an update on the 9-1-1 Infrastructure Phase II. He reported on the status of the towers in River Falls, Roberts and the City of Hudson and summarized once those three areas are resolved they can finalize the plan. T'Kach reported they will be sending out bids for shelters and towers; discussion regarding building another tower and costs involved. RESULT: DISCUSSED 5. Medical Examiner report Medical Examiner Patty Schachtner reported there have been thirty-five autopsies to date, seven of which are pending and noted the budget impact. She reported cases are becoming more complicated and it is likely there will be an increase in the number of autopsies in 2016. Brief discussion regarding the future need for a cooler, which would also be useful if there were mass casualties. Schachtner reported the population is changing and the increasing homeless population in St. Croix County is a factor; brief discussion regarding county responsibility. Discussion regarding the status of suicide prevention pamphlet distribution; Schachtner reported they have been distributed to all area schools and she will distribute to libraries and law enforcement agencies. Schachtner reported other counties have expressed interest in helping out with this in the future. The committee members complimented Schachtner for her work in suicide prevention, as there has been a lot of positive feedback from the community. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS There were no requests for future agenda items. ANNOUNCEMENTS & CORRESPONDENCE Brinkman reminded committee members to read Public Defender correspondence regarding security screening and the day reporting center. T'Kach reported the state will be recognizing the two St. Croix County employees who were recently honored for their heroic measures in saving a baby's life. Sheriff Shilts and Deputy Sheriff Knudson reported on Officer Stenseth and his K- 9 Partner Dex regarding their recent participation in the national competition in Illinois; for the first time in history we have a national champion from St. Croix County.
