RESULT:ACCEPTED PUBLIC COMMENT No public comments were offered. BUSINESS ITEMS 1.Financial Reports-September 2015 RESULT:DISCUSSED 2.Financial Reports-October 2015 Administrator Patrick Thompson presented the financial reports for September and October. RESULT: DISCUSSED 3. Disposition of abandoned property/non-profit organizations Sheriff John Shilts would like to begin a program for how the county can deal with junked, wrecked and other property which has been turned over to the county. Recent changes in state law allows for the donation of abandoned property to non-profits. Shilts believes if this committee agrees the county ordinance will need to be modified to allow the donations to non-profits of county held property. Dave Green, Gary Christian and Ken House from the VFW explained the unmet needs program. If a Veteran has unmet needs, which other programs cannot assist with, the county veteran's office may recommend the vet to this program. Monies do not go directly to the vet but to the vendor/s. Private citizens and companies can donate their vehicles. 100% of the proceeds go this restricted fund. The Unmet needs program is a onetime financial assistance of up to $750.00. The Unmet needs program has distributed $11,000 to St. Croix County Veteran's in the past year. Of every dollar raised, 90% goes to a St. Croix County Vet and the other 10% goes to the VFW National Children's Home. The committee would like to have a resolution created to allow the county to participate and make donations (Stolen or abandon property) to the Unmet needs program or other worthy programs. Administrator Thompson was directed by the committee to have a resolution prepared for presentation to this committee at the January 8, 2016 meeting. RESULT: DISCUSSED 4. 2016 Bonding Discussion Administrator Thompson explained at the December meeting of the full county board a resolution was brought forth to fund Capital Improvement projects. The resolution failed. Work has been completed by staff creating some modifications of the proposed projects. Interim Finance Director Mittet presented a summary of proposed projects, some projects were moved to different years and others were adjusted downward while others were revised upward. The 2016 proposed bond amount is $4,910,277. Motion by Koch/Larson: The Public Protection & Judiciary committee endorses this Capital Improvement plan and sends it onto the Administration Committee for next Wednesday's meeting. AYES: Brinkman, Larson and Koch NAYS: Babbitt and Nelson, Motion passed. Sheriff Shilts introduced Judge Lundell as Chair of the Community Justice Collaborating Council (CJCC) to speak on behalf of the Day Reporting Center. Judge Lundell supports the Day Reporting center. Discussion Motion by Nelson/Babbitt: The Public Protection & Judiciary committee requests the Administration team to begin drafting a resolution showing support of a Day reporting center. To be presented at the January PP&J meeting and to Full County Board at the February meeting. Unanimous, Motion passed. Sheriff Shilts introduced Captain Van Someren to discuss failures in the jail infrastructure. Captain Van Someren informed the committee since the transformer failure in July jail video and audio equipment will need to be replaced. Discussion on how the 5 year Capital Improvement Plan will help in the future to plan for infrastructure upgrades and maintenance. RESULT: DISCUSSED 5. Community Justice Collaborating Council (CJCC) Mike O'Keefe spoke on the Heroin Prescription and painkiller forum in Washington County. Many areas of community, law enforcement, clergy were represented at the meeting. O'Keefe would like to bring this back to the CJCC for guidance and support. Chair Brinkman asked O'Keefe to invite all County Board members to attend the January CJCC meeting in New Richmond. RESULT: DISCUSSED 6. Medical Examiner's Office The Medical Examiner had to leave, the ME report is moved to the January meeting. RESULT: NO ACTION Next: 1/8/2016 8:00 AM 7. 9-1-1 Infrastructure Phase II Stephen T'Kach presented and discussed the 9-1-1 Infrastructure Phase II upgrade. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS The committee will be completing the annual jail inspection walk thru at the February meeting. ANNOUNCEMENTS & CORRESPONDENCE No announcements or correspondence ADJOURN DATE OF NEXT MEETING-JANUARY 8, 2016
