Public Protection & Judiciary Committee – Regular Meeting – December 11, 2015 8:00 AM Minutes are accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT No public comments. BUSINESS ITEMS 1. Financial Reports Administrator Thompson reviewed the November 30, 2015 Financial reports included in the agenda packet. Most departments are at or below budgeted amounts. The Medical Examiner's budget may be slightly over budget. The 2015 final budget numbers will not be available until after the audit is complete which may be mid-year. RESULT: DISCUSSED 2. 9-1-1 Infrastructure Phase II Emergency Support Services Director, Steve T'Kach reported to the committee the bids for shelters and tower work have been complete. The microwave bids will be let within the next 30 days. T'Kach discussed the Estimated Project Expenditures by Quarter handout. The project is fully funded to the end of 2nd quarter of 2016. No discussion. RESULT: DISCUSSED 3. Resolution in Support of the St. Croix County Day Reporting Center A Larson/Babbitt MOTION to approve this resolution supporting the St. Croix County Day Reporting Center. Ordinance Renaming and Amending Chapter 76 - Vehicle Impoundment Ordinance A Koch/Larson motion to recommend the ordinance renaming and amending chapter 77 - Vehicle Impound Ordinance. Carried. Medical Examiner's Office Medical Examiner Schachtner presented the comparisons between 2014 and 2015 statistics. ME office is seeing a rise in self neglect deaths. Self neglect is when a person of sound mind decides not to receive medical care. Schachtner continues to have conversations with the Sheriff Office, EMS agencies and Corporation Counsel regarding the self neglect problem and how to proceed with the death investigations. RESULT: DISCUSSED 6. Community Justice Collaborating Council (CJCC) CJCC Coordinator Mike O'Keefe reported the Treatment Alternatives and Diversion (TAD) grant has been awarded to St. Croix County for 2016. Competition will now open for 2017-2022. The grant is on a five year cycle. O'Keefe believes receiving this grant will be more competitive in the upcoming years. Chair Brinkman invites all members to attend the next CJCC meeting on 1/28/2016 at the Service Center. RESULT: DISCUSSED 7. Sheriff's Office report Sheriff Shilts reported the RFP process has been completed for the Jail meal contract. The vendor has been chosen and there will be a significant savings of somewhere toward $3.03 to $1.68 per meal. Sheriff thanked Captain VanSomeren and Corporation Counsel for their work on this project. The Sheriff's Office will be utilizing the services of Wisconsin Lock and Load for transporting on a more regular basis. The Office already uses the service but after comparing in house transportation expenses and Lock and Load expenses it became apparent Lock and Load can transport cheaper than the Sheriff's Office. The St. Croix Valley Drug Task Force has received a $32,000 heroin investigation grant from Department of Justice. $32,000 is awarded for each of the two year grant period. The grant is very limited in what expenses are reimbursable. Funds must be for overtime in the investigation or task force only in the heroin or opiate drug arena. The Sheriff explained the office currently has a Digital Forensic Lab, which is used for obtaining evidence off tablets, pc's, cell phones and other technological items. The lab contains very specialized equipment and staff have received training to operate the equipment. The next closest forensic lab is in Eau Claire. The Sheriff's office has been helping out area agencies for a considerable amount of time by providing the service of the lab free of charge. Due to the expenses of the lab equipment, staff time and training would the committee want to consider charging other agencies a fee for the use of the lab service to help cover the equipment and training costs? This item will be on next month's agenda. Discussion on Jail meal contract. The vendor awarded the contract is CBM foods. Cost savings are estimated at $60,000. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Items for the February 12, 2016 Public Protection & Judiciary committee: Tax Intercept Resolution for February (Clerk of Court), Digital Forensic Lab (Sheriff), Annual Jail Inspection (Sheriff), Update on Deputy contract negotiations (Sheriff), Codification and Amendment to the Abandoned property ordinance.
