Public Protection & Judiciary Committee – Regular Meeting – January 8, 2016 8:00 AM Minutes are accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT No Public comments were offered. BUSINESS ITEMS 1. Financial Reports Administrator Thompson presented the preliminary, un-audited financial reports through December 31, 2015. RESULT: DISCUSSED 2. 9-1-1 Infrastructure Phase II Director T'Kach informed the committee the Phase II microwave bids were released and resulted in three bids received. Bids will need to be reviewed by consultants and St. Croix County. The expenditures to date are approximately $950,000 on Phase II. RESULT: DISCUSSED 3. National Telecommunicator Week Proclamation T'Kach informed the committee the week of April 10 - 16 is National Telecommunicators week. There will be a Proclamation which has been signed by the County Board Chair and County Administrator. RESULT: DISCUSSED 4. Community Justice Collaborating Council (CJCC) Coordinator O'Keefe reported on current and future topics the group is working on. St. Croix County has been selected, by the state, to start a domestic violence court. Judge Needham will take the lead on this. There are no monies associated with this project. Definition of what Domestic violence court will address; the model will be from Milwaukee (maybe) but treatment and probation with regular check ins. RESULT: DISCUSSED 5. Huber Fees Sheriff Shilts reported on the results of the RFP process for electronic monitoring equipment for the huber inmates(gps tracking). The new equipment and advanced technology enable the fees to be reduced from $10.00 a day to $5.00 per day. The electronic monitoring fees are set by this committee and will need to be approved to go into affect. Captain VanSomeren distributed current St. Croix County Huber rates information and those of other facilities which offer meals, medical expenses and GPS monitoring. The new GPS equipment is "real time" when tracking the participants. Suggestion to approve the 2011 resolution with the financial changes discussed today. Babbitt/Larson Motion to direct Corporation Counsel to draft a new resolution with financial changes proposed by the Sheriff and present to the County Board on March 1, 2016. Medical Examiner's Office Schachtner reported to the committee when a decedent is brought from another state to be cremated the ME's office does not charge a fee for the cremation permit. Per Wisconsin statute the Medical Examiner is to charge the $150.00 cremation permit. The family's would be charged twice, once by the ME issuing the death certificate and then by St. Croix County. Other Wisconsin Medical Examiners and Coroner's were asked their policy and none were consistent. Mike O'Connell from O'Connell funeral homes appeared in front of the committee to discuss current fees and processes from both SCC and deaths brought in from another entity. A Nelson/Larson motion to waive the medical examiner cremation permit fees for decedent's from out of state coming to St. Croix County for cremation. Passed Discussion policy for when a Medical Examiner's office needs to call for a lift assist when working on transports and moving of large decedent's. A $200.00 invoice was received from a local municipality which has since been waived. This may affect budget and Schachtner is looking for direction. Sheriff Shilts suggests SCC go to the governing boards of the municipalities and request these fees be waived. Patrick Thompson will discuss with city of hudson regarding the charges. Schachtner reported events coming up; Prevent child abuse with Children's Mental Health Wisconsin (community collaboration), 6/21 partnering with the Hazelden foundation, CJCC to have a forum in River Falls. RESULT: DISCUSSED 7. Resolution Authorizing the St. Croix County Clerk of Circuit Courts to Contract with the Wisconsin Department of Revenue for Unpaid Debt Collection Clerk of Court Kristi Severson reported currently Minnesota residents owe 1.4 million dollars to St. Croix County. This resolution would authorize the Department of Revenue to collect the debt for St. Croix County. A fee of $30.00 will be charged by the DOR for each debt collected. Since 2011 a little over 1,000 MN cases owe 322,000 in St. Croix county fines. If the debt is not collected it will be turned back to St. Croix County after five years. Nelson/Babbitt motion to approve the Resolution authorizing the St. Croix County Clerk of Circuit Courts to Contract with the Wisconsin Department of Revenue for Unpaid Debt collection. Approved. Resolution Authorizing the St. Croix County Sheriff to Charge a Fee to Outside Agencies for the Services of the Computer Forensic Lab Sheriff Shilts informed the committee a resolution is not required as the ability to charge for the computer forensic lab is not covered by State Statute. The Sheriff would like authorization to enter into Memorandums of Understanding (MOU) agreements with outside agencies to collect fees for services related to the Computer Forensic Lab. Discussion on the services of the Computer Forensic Lab by non St. Croix County entities. Larson/Babbitt motion The St. Croix County Board of Supervisors does hereby authorize the St. Croix County Sheriff to collect fees for services provided to agencies under cooperative agreements. Ordinance Repealing Ordinance No. 346(94) and Creating Chapter 31 – Abandoned Personal Property – of the St. Croix County Code of Ordinances Sheriff Shilts reported this is a companion item with last months ordinance. This ordinance covers all types of personal property not only vehicles. Discussion. Motion by Koch/Nelson motion to repeal ordinance No. 346(94). Consideration of Changes to Rules and Bylaws Corporation Counsel informed the committee every year the Rules and By-laws are reviewed. Any changes or comments can be directed to Corporation Cox. Changes will presented at the March County Board. RESULT: DISCUSSED-NO ACTION 11. Annual Jail Inspection The committee performed the annual Jail inspection. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS No future agenda items were offered. ANNOUNCEMENTS & CORRESPONDENCE No announcements or correspondence.
