BUSINESS ITEMS
1. Financial Reports
Thompson addressed the January 2016 Financial reports. The 2015 preliminary year end
reports should be ready for the next Public Protection & Judiciary committee meeting.

2. Community Justice Collaborating Council (CJCC)
Coordinator Mike O'Keefe reported the TAD (Treatment Alternatives and Diversion)
grant application will be released May 1st and due in June. The office is working on two
tracks; if grant is awarded and if grant is not awarded. The grant amount available has
increased but there is an increased number of programs eligible to apply. Last year
$74,500 was awarded to St. Croix County.

3. Medical Examiner's Office
Medical Examiner Patty Schachtner informed the committee of her participation in the
"Mental Health America" conference on April 27 in Stevens Point. St. Croix County
HHS and Medical examiner will both be giving presentations/workshops at the
conference.
AB867 passed on assembly floor 95-0. This bill requires all cremations be certified by
medical doctor before the Medical Examiner can issue a permit and the cremation be
completed. Currently there is a 48 hour waiting period before cremations can be carried
out. This bill will require a medical doctor to sign the death certificate before a
cremation can happen. This will have an impact on families who will need to wait until a
certified death certificate is signed by a medical doctor. This impacts St. Croix County as
only one funeral home has facilities for holding. If this bill passes there will need to be
permits for embalming if there is a wait until Dr. Signs off on death certificate. These are
things we are will need to discuss and be aware of. We will have to issue embalming
permits if this bill passes. There is also a portion of the AB867 bill which allows all
Medical Examiners to have rights to patient mental health records.

4. 9-1-1 Infrastructure Phase II
Director T'Kach reported on Phase II status. The project remains below budget.
Expenditures are approximately 1.2 million contracts out 1.3 million. Microwave
contracts are being reviewed and are estimated the costs should around $1.7 million. The
Radio portion will then be reviewed and RFP's sent out. Construction continues in Deer
Park and Somerset. The New Richmond tower should being construction in two weeks.
NEPA requirement for every time you build a tower requires a sign off by 20 Indian
tribes. Two of the 28 tribes wanted to make a site visit which will cost around $2,500
each. Discussion on the 2 tribes requiring site visits and possibly other tribes requiring
2,500 a day for site visits.

5. 2016 Pre-Disaster Mitigation grant sub-application
Emergency Management Manager Kristen Sailer reported on the All hazard Mitigation
Plan. Having this plan in place allows municipalities to apply for mitigation funds.
Within the last two years city of River Falls applied and received Grants for a storm
shelter and Town of Richmond received weather radios all through this grant. This plan
must be updated every 5 years. We are coming up on time to start updating this plan.
Costs for updating the plan will be approximately $48,000. The grant is a 75/25 grant
Fed is 70/12.5 is state funded/12.5 is county portion can be all in-kind matches from SCC
staff and municipality staff who put in time working on this plan. The SCC LEPC acts as
the steering committee for this project and Public Protection & Judiciary as oversight
committee. Sailer has submitted the commitment letter to both Corporation Counsel and
Finance for review and both not seen an issue with the letter. The plan takes
approximately two years to update and this plan expires in 2018. Sailer requests for
approval and letter of commitment from the Public Protection. A Nelson\Larson
Motion to move ahead with the process of applying for the 2016 Pre-Disaster
Mitigation grant sub-application. Carried.

6. Resolution approving Law Enforcement services agreement between the St. Croix
County Sheriff and the Town of Troy
Resolution for Law Enforcement services agreement and Town of Troy has been pulled
from the agenda. The Town of Troy wants to further review the contract.

ANNOUNCEMENTS & CORRESPONDENCE
Moral recognition seminar through District Attorney March 15th. Contact Andy if interested in
participating in the webinar.
Chair Brinkman announces this is the last Public Protection & Judiciary committee meeting
before the elections. Chair Brinkman thanked the reporting departments Department Heads,
Coordinators and Leadership.
