BUSINESS ITEMS
1. Financial Reports
Administrator Thompson reviewed the financial reports through the end of June 2016.
Thompson reported some revenue accounts appear under budget due to state and federal
grants monies not received as they are on different fiscal calendars. Expenditures are at
46% of budget.

2. Drug Court Presentation
Judge Waterman and Drug Court Coordinator Kimberly Kitzberger presented to the
committee the history, mission and goals of the drug and treatment court program (see
attached documents).

3. 9-1-1 Infrastructure Phase II
ESS Director Stephen T'Kach presented an update on the Phase II project. The
Land/Mobile Radio (LMR) request for proposal is expected to be released by end of
business today with the opening of bids being on November 4th. This is the biggest
portion of the project. Roberts - concrete poured, tower start in 2 weeks, Kingstack -
Lease has been signed, the department will continue to investigate future options if this
location is no longer available. Supervisor Nelson requests T'Kach to work on
preliminary numbers on cost of possible build for the replacement of Kingstack.

4. Community Justice Collaborating Council (CJCC)
CJCC Coordinator Mike O'Keefe reported the Treatment Alternatives and Diversion
(TAD) grant has been submitted. The grant is a five year (2017-2022)competitive grant
for $146,000, which would fund a full time Diversion Program Outreach worker,
currently funded through Justice Assistance grant (ends 2016) and a part-time Drug Court
Administrative Specialist, for data collection and to identify cases, and a full-time
Correctional Offender Management Profiling Alternative Solutions (COMPAS) Assessor.
O'Keefe handed out a report on the COMPAS referrals. O'Keefe invites committee
members to sit with him during an assessment process. Discussion.

5. Medical Examiner
Medical Examiner Patty Schachtner reported the department is reviewing a case
management database MDILOG. The program would enable the department to easily
share information with the other agencies while moving closer to a paperless department.
Current program Forensic Filer has not been updated since 2005. Four investigations
have been started based on information received through the cremation permit request
from St. Croix County residents who were transported to Minnesota hospitals and later
died. The ME office is starting the process of becoming accredited. Before a decision is
made the office would work on updating all policy and procedures to meet national
standards by 2018. The department is looking at the LODOX (digital autopsies) system.
The LODOX is a MRI for the deceased and would ease the burden on the forensic
pathologists. A death due to natural causes would be confirmed by using the LODOX and
would eliminate the need for a forensic pathologist to perform an autopsy. Currently,
there are nationally 450 certified forensic pathologists, in reality the nation should have
1,100 to do the work efficiently. The initial costs would be around $500,000 which
Schachtner would like to partner with hospitals in St. Croix County. Discussion.

REQUEST FOR FUTURE AGENDA ITEMS
The 2017 Budget review will be on the September agenda. There will not be a department
presentation on the September agenda.
ANNOUNCEMENTS & CORRESPONDENCE
Chair Brinkman offered to meet with any department heads on August 26th to discuss 2017
budget items. Sheriff Shilts informed the committee there may be additional expenditures from
the recent case in New Richmond with housing of a juvenile in Eau Claire $175.00 per day and
medical expenses. Supervisor Achterhoff requests the Sheriff's Office look at some information
regarding a Distracted Driver program for schools.
1. Child Support Awareness Month
Child Support Director Chad Wolske informed the committee that Governor Scott
Walker has proclaimed September as the Child Support Awareness month (attached).
Wolske serves on the Board Of Directors for Wisconsin's Child Support Enforcement
Association. For every $1.15 spent in the Child Support program $6.76 is received.
Wisconsin ranks third in the nation in successful collection of child support. Wolske
thanked Governor Walker for the recognition.
