BUSINESS ITEMS
1. Financial Reports
Administrator Pat Thompson presented the financial reports as of October 2016.
Revenues and Expenses balances are at acceptable levels through October.

2. Community Justice Collaborating Council (CJCC)
CJCC Coordinator Mike O'Keefe reported the CJCC Subcommittees continue to meet.
The domestic violence subcommittee will be working on a needs assessment for St. Croix
County. The needs assessment will review a wide umbrella of areas. The study will be
paid by mostly grant monies from Court Innovation. O'Keefe forsees having the report
back in March and will present to this committee. The next CJCC meeting is scheduled
for January 12, 2017.
RESULT: DISCUSSED
3. Medical Examiner
Medical Examiner Patty Schachtner presented an update on the ME office. In 2016 the
ME office had 60 cases which involved Wisconsin residents dying in Minnesota. Four of
those 60 were full investigations of overdoses, suicides and accidental deaths. The office
continues to work with the complications which develop when patients are transferred to
Minnesota hospitals and die while there. The department is collecting data on deaths of
people under the age of 25. Finding the high risks are boys or young men that have a
diagnosis of ADD and/or ADHD. In 2016 St. Croix County had six suicides of young
men under the age of 25. These six also had been diagnosed with ADD and/or ADHD.
Schachtner informed the committee the increasing problem of unclaimed bodies is
something the county will have to prepare for. Not only the homeless and indigent
people but within the last week alone there have been four hospice registrations of people
who have outlived their children and spouse. On average there are 140 active cases of
people in Hospice (not expected to live past 180 days). If the deceased does not have
arrangements nor qualifies for state assistance the county ultimately is responsible for the
disposition of the body. Other counties are experiencing the same issue. Discussion.

4. 9-1-1 Infrastructure Phase II
Emergency Communications Manager Terry Andersen, presented an update on the Phase
II Infrastructure project. The Land Mobile Radio (LMR) portion of the project has been
awarded to RACOM, an Iowa based company. The project remains on track and within
budget. The work is expected to be completed in the spring of 2017 with testing and
training being performed throughout the summer. Discussions are ongoing regarding the
possibility of a Houlton tower, the department continues to pursue options for a radio
tower. Committee requested at the January meeting, an updated timeline be
presented for the first two quarters of 2017.

5. St. Croix Central full scale exercise
Emergency Communications Manager Terry Andersen summarized the 2016 St. Croix
Central Active Shooter Full Scale exercise on October 17, 2016. There were over 325
participants including Emergency Support Services, Sheriff's Office, Hammond Police
Department, Baldwin EMS, United Fire and Rescue, Wisconsin Emergency Management
along with other First Responders, Teachers, Students, Elected officials, other state and
local agencies . Over 40 agencies were represented. The exercise was successful and we
have heard positive feedback from the participants.

The Chair asked for ideas on future agenda items.
ANNOUNCEMENTS & CORRESPONDENCE
Chief Deputy Knudson distributed the 2017 Stop drug and alcohol abuse calendar. The calendar
has been delivered to every fourth, fifth, sixth and seventh grade school. Chief Deputy Knudson
has delivered to approximately 30 schools.
Sheriff Shilts responded to a request for an update on the Day Report Center. The project
remains on track. Discussion on a walkthrough at the time the committee performs their annual
the jail inspection.
Coordinator O'Keefe reported the COMPAS assessments person should be hired around the
middle of January. This position is a contracted position through Lutheran Social Services.
