APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – December 9, 2016 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT No public comments. BUSINESS ITEMS 1. Financial Reports Administrator Patrick Thompson presented current financials through the end of November 2016. Revenues appear to be lower than budgeted mostly due to grants not yet received. Expenditures look right on track. Discussion. RESULT: DISCUSSED 2. Medical Examiner Medical Examiner Patty Schachtner presented two handouts; the first showed the number of Not Natural deaths in St. Croix County in 2014, 2015 and 2016. The second handout is for a training being offered on May 1st and 2nd for Law Enforcement, dispatchers and others who may work with 911 calls. In 2016 the office processed 632 deaths expectations are in 2017 the numbers will be closer to cases. Discussion. RESULT: DISCUSSED 3. 9-1-1 Infrastructure Phase II Emergency Support Services Director, Stephen T'Kach presented to the committee the current status of the 9-1-1 Phase II infrastructure project. T'Kach reported expenditures to date total approximately $4 million with an additional pending $3 million for the microwave and Land/Mobile radio and radio consoles portion of the project. The next three months of work to be done was defined. Project is a little bit behind schedule due to weather issues. Microwave equipment is being installed this week and should be completed in February. Land/Radio equipment will be manufactured and delivered in 1st quarter, installation and extensive testing in the 2nd quarter, 3rd quarter of 2017 the department hopes to have the Phase II project completed. Discussion on possible Houlton area tower, financial partners, Kingstack lease and Minnesota connectivity. RESULT: DISCUSSED 4. Clerk of Court Clerk of Court Kristi Severson informed the committee of possible budget impacts related to the recent Nunez. Severson thanked the I.T. and Facilities departments for the work performed getting room 1281 converted to an additional juror orientation room. Work has been completed in the audio video and video conferencing capabilities in court rooms 1 and 2. Working on completing the video conferencing project for court rooms 3 and 4 which are scheduled for 2017 and 2018 completion. Department is in process of reconfiguring the office for ADA compliance at the front counter and the remodel should be completed next week. I.T. has also been working on getting the 2nd floor WIFI up and working. The state is mandating eFile as a requirement by May 1st. Staff is working very diligently at making this deadline. Staffing concerns were discussed. RESULT: DISCUSSED 5. Community Justice Collaborating Council (CJCC) Community Justice Collaborating Council (CJCC) Coordinator Mike O'Keefe informed the committee the award letter for the TAD grant has been received. The CJCC focus has been on the work of the subcommittees. One of the CJCC subcommittees is focusing on the Domestic Violence and has scheduled to work with a company out of New York who will perform an assessment on how St. Croix County deals with Domestic Violence. The interviews with shareholders will be held February 9th and 10th. When the final report is received O'Keefe will share the information. The assessment is primarily paid for through the state STOP grant. The subcommittee focusing on Mental Health has been meeting regularly and focusing on Emergency Detentions (ED). After attending a meeting with Pierce county the group will begin working as a regional subcommittee working with Emergency Detentions. The committee is also working on Critical Incident Training, which is now happening in the Government Center. This training is offered to Law Enforcement for when they encounter "in crisis" people that may suffer from mental health issues. Captain VanSomeren is scheduling more training for this. The training is focused on de-escalation of situations. There has been positive feed back on the training. Sheriff Shilts thanked the committee for their support on the keeping the training budget line item. O'Keefe invited the committee members to the next CJCC meeting on February 9, 2017 a presenter will be discussing "evidence based decision making" techniques. COMPAS program will be implementing the "PROXY" which is a short screening tool for Law Enforcement to use in the field to determine if someone should be jailed or given a summons to appear. Discussion. RESULT: DISCUSSED 6. District Attorney District Attorney Mike Nieskes informed the committee he is looking at filling the county attorney position. This position was approved by the full board about a year and a half ago. Nieskes cancelled some budget line items.. Working with Corporation Counsel for department reorganization options. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Jail inspection and Day Report Center walk through on February agenda. Day report center time will be announced at the County Board meeting.
