APPROVAL OF MINUTES
1. Public Protection & Judiciary Committee – Regular Meeting – February 10, 2017 8:00
AM
Supervisor Nelson requested the February 10th meeting minutes be corrected within the
Phase II update from the $4.63 monies spent to $4,630,000.
RESULT: ACCEPTED AS AMENDED

BUSINESS ITEMS
1. Financial Reports
Administrator Thompson reported the financial status of departments as of January 31,
2017. Revenues and expenditures are right in line with Budget. April meeting will have
unaudited amounts for 2016.

2. Resolution Approving Law Enforcement Services Agreement Between the St. Croix
County Sheriff and the Town of Somerset
Chief Deputy Scott Knudson introduced Captain Jeff Klatt Captain Klatt explained this
resolution defines the ordinances to be enforced and the compensation rates for
contracted Services with the Town of Somerset. Motion by Supervisor Larson,
seconded by Supervisor Nelson. Resolution passed.

3. National Telecommunicator Week Proclamation
Emergency Communication Manager Andersen explained the proclamation will be
presented at the full county board meeting in April.
RESULT: DISCUSSED
4. 9-1-1 Infrastructure Phase II
Director T'Kach reported on the current status of the Phase II project. The tower and
microwave build portions of the project are expected to be completed within the week
and then testing will begin. Expectations are the entire infrastructure (outside) portion of
the project will be complete by Memorial day. Work has begun on the radio portion of
the project with testing beginning at the start of summer and final acceptance by end of
summer. AVTEC is the inside part of the radio project. A workgroup has been formed
with dispatchers for input on the radio portion.
A Public Hearing for St. Joseph's township was held regarding possible tower locations.
There was good discussion with no opposition. Most discussion was on the setback of
the tower. Still looking at land for the tower. First option is public land and the second
option is purchasing private land. St. Joseph township has always been supportive of
public safety. The township's priority is the elementary school and the county agrees.

5. Child Support Office
Child Support Administrator Chad Wolske presented to the committee a report
explaining the mission of the St. Croix County Child Support office and the current
statistics of the case loads. See attached presentation.
RESULT: DISCUSSED
6. Community Justice Collaborating Council (CJCC)
CJCC Coordinator Mike O'Keefe informed the committee the CJCC now has nine
subcommittees. Two of the committees are the domestic violence/family issues
subcommittee which has been working on improving the current systems. The second is
the Mental Health subcommittee chaired by Fred Johnson. This subcommittee has been
focusing on emergency detentions (Chapter 51). Currently, if there are no beds available
in the immediate area these individuals are transported to the facility in Winnebago in a
squad car while handcuffed which is stressful to all involved. The next meeting of the
mental health subcommittee is April 24th at 9:00 AM at the Service Center, room 171.
This meeting coincides with the Public Health Legislative event, all County Board
members are invited to attend.
Chair Brinkman requested O'Keefe to ask Susan Caparelli from St. Croix Restorative
Justice to give a presentation to this committee. New employee Rachel Scheid has
started as COMPAS assessor. Chairman Brinkman announced there will be COMPAS
training on March 31, 2017 here in the County Board room. Board members can sign up.
Currently 30 are signed up with up to 50 seats available. Discussion on current facilities
able to take mental health patients.

7. Medical Examiner's Office
Medical Examiner Patty Schachtner reported the department is 15 cases ahead of this
time last year. Working on community outreach and processes with investigations. More
people are staying in the home longer which has the Medical Examiner involved in
investigations of natural deaths. The past week the ME office was on scene with Law
Enforcement at three different scenes with a combined time of 20 hours of Law
Enforcement time. Community Outreach is continuing. Discussion on opioids.

REQUEST FOR FUTURE AGENDA ITEMS
Chair Brinkman asked Mike O'Keefe to inquire if Susan Caparelli (SCC Restorative Justice)
would be interested in presenting to this committee.
ANNOUNCEMENTS & CORRESPONDENCE
Chief Deputy Knudson shared information on the Attorney General's summit discussion on
Opioids. Wisconsin is third in the nation for the take back drug program. In 2016 Wisconsin
collected a total of 270,000lbs. Knudson announced Mary Martell, office accountant, will be
retiring on March 31st. The Sheriff's Office wishes her well.
The Sheriff Office's hosted their annual recognition ceremony. Chief Deputy Knudson
recognized the citizen commendation of the program. Distinguished service awards, Lifesaving
Awards, Certificate of Commendation and Letter of Recognition, Retirements, Officer of the
Year, Corrections Bureau and Field Services. See attached.
