APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – March 10, 2017 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. Financial Reports Administrator Patrick Thompson presented the year to date financial report through March 2017. RESULT: DISCUSSED 2. 9-1-1 Infrastructure Phase II Director Stephen T'Kach presented an update on the Phase II project. Land/Mobile radio (LMR) installation phase is nearing completion and field testing will begin in July. The project is a little behind the projected timeline due to weather and scheduling but remains in good shape. The project remains within budget. Discussions continue regarding the possibility of a Houlton tower along with possible other land options. RESULT: DISCUSSED 3. Child Support Agency Child Support Administrator Chad Wolske announced the SCC Child Support Office has been awarded the Certificate of Excellence presented by the State DCF Secretary Eloise Anderson. This is the third straight year the office has been recognized with this award, which recognizes the department has exceeded the expections set by the Federal Government. The department works on improving processses for contacting clients, court processes and customer service. The department continues to work on getting historical case files in electronic format. Wolske acknowledges Pam Dabruzzi and Lisa Plunkett as part of the team that has lead the agency in collections, arrears. Chair Brinkman congratulated the department on a good job well done. Chair invited Chad to the June County Board. RESULT: DISCUSSED 4. Community Justice Collaborating Council (CJCC) CJCC Coordinator Mike O'Keefe reported on the CJCC meetings which are being attended by more and more community members. There are now nine CJCC subcommittees; By-laws (Chaired by Judge Needham), Executive Committee (Chaired by Judge Lundell), Community Engagement (Chaired by Susan Capparelli), Criminal Justice (Chaired by Judge Lundell), Domestic Violence and Family Issues (Chaired by Judge Vlack), Evidence Based Decision Making (Chaired by Lisa Multhauf), Mental Health (Chaired by Fred Johnson), Substance Abuse and Trauma Informed Care (Chaired by Kristin Deprey) and Treatment Courts (Chaired by Judge Waterman). Data collection continues to be challenge. The multiple systems for multiple agencies do not communicate with each other. The group is looking into possible solutions and grants that may be able to help with the challenges. Oversight of the TAD project is going well. All subcommittee meetings are posted meetings. Media and community is attending. Chair Brinkman would like Capt. VanSomeren at the next PPJ meeting to report on the Day Report Center. RESULT: DISCUSSED 5. Medical Examiner's Office Medical Examiner Patty Schachtner reported the office continues to work deligiently on Mental Health awareness and are a part of a Make it OK campaign. Schachtner acknowledges Senator Harsdorf about hospice opiates disposal and will be introducing legislation. The ME office will be moving in June. RESULT: DISCUSSED 6. Sheriff Office Staff Update Sheriff Shilts reported an offer of employment will be presented today for the Corrections Bureau Lieutenant. There are vacancies in the office support staff. Shilts has been working with Human Resources on how to best proceed with filling duties of the Office Manager. Sheriff Shilts will be retiring on July 14th. The Governor will appoint person to fill the vacancy. Enough notice was given that hopefully there will be enough time to introduce and help the new Sheriff. Shilts thanked the committee for all the support and help throughout the years. The Sheriff thanked Administrator Thompson also for the support. Shilts noted other Sheriff Office's do not have the same relationship. John thanked the group. Chair Brinkman thanked the Sheriff for his service and his leadership in creating an amazing team. Administrator Thompson, noted he has worked with six Sheriff's in his career and Sheriff Shilts has been one of the best when working with the county. Thompson thanked the Sheriff for being a part of the SCC team and the help he has given and being a part of the strategic plan process. The Sheriff reminded the group to "Look at the big picture and it is not all about us. There is some prestige in holding an elected office you cannot lose site that this is not what it is about. It is about the well being of the county and the well being of the people we have taken an oath to serve, try to keep that in mind to the best of your ability. The more people can work together for the common goal the better off we will be." He thanked the committee again. RESULT: DISCUSSED 7. Update from Supr. Babbitt regarding Health and Human Services' Resolution Regarding the Transfer of Jurisdiction Over 17-Year-Old Offenders The Resolution regarding the transfer of jurisdiction over 17-year-old offenders or a portion of 17-year old offenders back to juvenile court was handed out to the committee. Dr. Babbit explained this resolution/topic has been overlapping several committees. Recent science has confirmed development of frontal lobe (decision making and judgement) doesn't finish until the age of 25 or so. Potential return of 17 year olds to the juvenile judicial system does make sense with this information. Resolution gives a bit of history where we started in the 90's of handing 17 year olds. The resolution asks for the state to legislatively help with counties financially to work with this process. This topic will continue to be discussed at committee levels. Discussion RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Agenda: Captain VanSomeren Day report Center, Data Analyst position details. ANNOUNCEMENTS & CORRESPONDENCE Director Stephen T'Kach announced the hiring of Kyle Shafer as Emergency Preparedness Program Specialist. The position works with Public Health and splits time between between the Services Center and the Government Center. Emergency Communications Manager Terry Andersen announced two telecommunicators have been hired. Sheriff Shilts announced Tuesday at 6:00 pm at River Falls High School the annual Law Enforcement memorial ceremony with Pierce and Pepin will be held. The ceremony Commerates officers who have lost their lives in the line of duty in 2016. Chair Brinkman announced May is Mental Health awareness month.
