7. Update from Supr. Babbitt regarding Health and Human Services' Resolution Regarding
the Transfer of Jurisdiction Over 17-Year-Old Offenders
The Resolution regarding the transfer of jurisdiction over 17-year-old offenders or a
portion of 17-year old offenders back to juvenile court was handed out to the committee.
Dr. Babbit explained this resolution/topic has been overlapping several committees.
Recent science has confirmed development of frontal lobe (decision making and
judgement) doesn't finish until the age of 25 or so. Potential return of 17 year olds to the
juvenile judicial system does make sense with this information. Resolution gives a bit of
history where we started in the 90's of handing 17 year olds. The resolution asks for the
state to legislatively help with counties financially to work with this process. This topic
will continue to be discussed at committee levels. Discussion
