APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – May 12, 2017 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. Financial Reports Administrator Thompson reviewed the April 2017 financial report with the committee. RESULT: DISCUSSED 2. Review of Capital Improvement Projects (CIP) Administrative Operations Manager Ken Witt reviewed the 2017 - 2022 Capital Improvement Plan (CIP). Discussion. RESULT: DISCUSSED 3. Community Justice Collaborating Council (CJCC) CJCC Coordinator Mike O'Keefe reported the CJCC met on June 8th. A presentation was given by Eau Claire county on the 180 program which is the juvenile detention program. Using TAD grant funds a COMPAS court assessor was hired as a contracted employee through Lutheran Social Services. A new process has begun for a pretrial COMPAS assessment which is a brief nine question assessment that shows the probability of the individual in returning for future court dates. O'Keefe thanked the Dispatchers for running the criminal history reports prior to the individual's court appearance. The data will be tracked and in approximately six months should be able to determine if this new process has helped in the judicial process. There will not be a July CJCC meeting. The initial results of the domestic violence needs assessment have been received. O'Keefe expects to be able to have a full report to the PP&J committee in September. On June 23rd a group of people will be going to Eau Claire county to tour their version of a Day Report Center. The Eau Claire center is called the Community Transition Center. The CTC has been operational for three or four years and St. Croix County is looking at the operation. Discussion RESULT: DISCUSSED 4. Day Report Center (DRC) progress and update Captain Dan VanSomeren reported on the Day Report Center activity from March 13, 2017 through June 6, 2017. See handout. RESULT: DISCUSSED 5. Medical Examiner's Office Medical Examiner Patty Schachtner reported the ME's office should be moved into the former ESR building by the end of the month. Researching possibilities of storage. Case loads are increasing and if they continue the office could see an increase of up to 50 cases. Increased cases of people with a long term addiction with no criminal history dying of an overdose after years and years of addiction. Cases historically taking a few days now may drag out for months. Discussion on the family members left behind and the resiliance of those members. Legislation bill 366 changes the terms of cremations stating cremations cannot be authorized until you have cause & manner of death. This process may take up to six weeks and would cause a financial burden on family and the county does not have facilities for holding the body for an extended period of time. Current, regulations say cremation can happen after 48 hours. With new location the office is planning on collaborating with EMS and hospitals for case review and quality control. Discussion. RESULT: DISCUSSED 6. 9-1-1 Infrastructure Phase II ESS Director Stephen T'Kach updated the committee on the Phase II infrastructure project. The project has had some slow downs due to microwave issues at the King Stack which is now repaired and the Land/Mobile radio equipment is taking longer than expected to produce as the company is converting to a new model. Discussion. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Chairmain Brinkman read the announcement from Clerk of Court Kristi Severson regarding the mandatory efiling of cases (see attached handout in the agenda packet). Supervisor Nelson/Achterhoff will not be in attendance at the July 14, 2017 PPJ meeting. St. Croix County Sheriff's Office K9 support golf tournament August 27th, 2017 Sunday at Pleasant Hills Golf Course. $60 per person (cart, fees, dinner, raffles etc). Chief Deputy Kundson announced with the Sheriff's July 14th retirement the department is looking at some retirement gathering he will keep the committee updated, possibly July 13th. 1.
