Public Protection & Judiciary Committee – Regular Meeting – September 8, 2017 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT No Comment BUSINESS ITEMS 1. Financial Report Administrator Thompson reviewed the revenue and expenditure financial report effective through period ending August 31, 2017. All departments are within the budget parameters. RESULT: DISCUSSED 2. Community Justice Collaborating Council (CJCC) CJCC Coordinator O'Keefe reported the CJCC has reduced their meetings from ten annually to six. He believes this is due to the formation of subcommittees. The CJCC has become more of an oversight body making decisions based on subcommittee work. The recent focus has been on mental health issues for those in the criminal justice system, OWI, drug courts and domestic abuse. O'Keefe introduced Judge Waterman to speak on the topic of OWI courts within the adult drug court program. Judge Waterman explained to the committee the desire of the courts system to add an OWI track within the drug court program. Drug court is setup to work with primarily with methamphetamine. Judges want to get OWI or alcohol offenders added supervision or treatment options in addition to the probation alone. A presentation to the CJCC Substance abuse committee and received grant money for a drug track/alcohol training. The training was attended by the drug court personnel in September. The alcohol court will work within the Drug court program. Program is in its infancy and details yet to be worked out. Supervisor Nelson requested information on where this alcohol track is being used in the state what the costs would be and the percentage of success. Coordinator O'Keefe reported the COMPAS program grant has been submitted and the $146,000 will fund position in the District Attorney Diversion program. Evidence based decision making speaker will be presenting here on December 8th. All are invited. RESULT: DISCUSSED 3. Sheriff's Office staff update Sheriff Knudson reported the department continues to fill positions. Cathy Borgschatz from Lieutenant of Special Services to Chief/Deputy, Investigative Service Sargeant Brent Standaert has accepted the position of Lieutenant of Special Services, Investigator Brandie Hart has been awarded the position of Investigative Services Sergeant. The department will now work on filling the open Investigator position. RESULT: DISCUSSED 4. Medical Examiner's Office Medical Examiner Patty Schachtner informed the committee on progress of the new facility. The new cooler is scheduled to be plugged in this afternoon. The department will begin working as teams during the startup of the cooler and the new processes. The department used the facility this week for the purpose it was intended for. Meeting with family members of the deceased. Schachtner thanked the committee and the community for the support in getting the facility up and running. The department is on track to be approximately 150 over the total from last year. Seeing a leveling off of drug overdoses which she attributes to the use of Narcan. Working with the Hudson school district and New Richmond school district for a two county TRAIN THE TRAINER training to start teaching mental health first aid. At this time there are enough funds to train 30 people. RESULT: DISCUSSED 5. 9-1-1 Infrastructure Phase II Emergency Support Services Director Stephen T'Kach informed the committee that effective September 7th Law Enforcement, a couple weeks after that Fire and EMS were transitioned to the new system. Paging and digital are still in progress due FCC licenses. LAW enforcement is speaking to dispatch from mobile radio's from everywhere in the county. The project remains on budget. Negotiation with partners in MN are ongoing regarding the Houlton tower. Emergency Communications Manager Terry Andersen reported he and Communications Technician Steve Bahneman have tested signal strength of system when throughout the county. Nothing is showing in red - detrimental to system. Somerset standing at waters edge can communicate. Spring Valley, Troy Township, during FIRE meetings encouraged fire to test the system. T'Kach reported they continue to make adjustments to the system both day and night to smooth things out. RESULT: DISCUSSED 6. November & December meeting dates November's meeting is scheduled for November 10th which falls on the observance of Veteran's Day. The Veteran's Office would like to have the County Board room as soon as possible for setup. The next meeting date will be left as the November 10th. The December meeting is scheduled for December 8th which the CJCC has obtained a speaker on Evidence Based Decision Making. The Chair will let the committee members know what is planned for the December meeting or discuss it at County Board on December 7th.
