APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – September 7, 2018 7:50 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Report for August 2018 Administrator Thompson reported all revenues and expenditures are in line with time of year. RESULT: DISCUSSED 2. Update from Community Justice Collaborating Council (CJCC) Community Justice Collaborating Council Coordinator Mike O'Keefe updated the committee on current happenings with the CJCC, the subcommittees and TAD grant status. O'Keefe introduced Lisa Multhauf, Diversion Program Supervisor. Multhauf briefed the committee on attending the recent training with the State Diversion Program standards. RESULT: DISCUSSED 3. Medical Examiner's Office Update Medical Examiner Patty Schachtner briefed the committee on happenings in the ME office. Schachtner informed the committee that Dane County is no longer taking autopsies. More Wisconsin counties are depending on the Twin Cities, who are becoming more selective in accepting autopsy requests. The department has hired two new investigators. Discussion. RESULT: DISCUSSED 4. 9-1-1 Infrastructure Phase II (Houlton) Update Emergency Support Services Director Stephen T'Kach updated the committee on the Houlton project. Discussion. RESULT: DISCUSSED 5. Ordinance repealing current Chapter 58, Possession of Drug Paraphernalia, and Chapter 59, Possession or Use of Marijuana, and recreating Chapter 58, Possession of Controlled Substance and Drug Paraphernalia Corporation Counsel Scott Cox explained the ordinance on file related to the possession of marijuana was last revised a long time ago and currently is not in conformance with the state statute. Current ordinance if read literally could be applied to county producers growing, harvesting and processing industrial hemp under a state hemp permit. A motion to recommend by Larson/Feidler. Resolution in Support of Increased County Child Support Funding Child Support Administrator Lisa Plunkett informed the committee the state child support association has requested all county child support offices support and recommend the resolution to their county boards. The resolution recommends the state legislature increases the funding for Child support agencies. For each dollar spent $5.56 is collected for Wisconsin families. A motion to recommend the resolution by Larson/Fiedler. Approved. Mobile Command (MC1) Vehicle tour Emergency Support Services Stephen T'Kach and Emergency Communications Manager Terry Andersen reported on the Mobile Command (MC1). Sheriff Knudson spoke on the importance of the MC1 when on scene. Andersen reviewed the capabilities, shortcomings and what will be looked for when replacing the current vehicle. Committee will tour the vehicle after Announcements and Correspondence. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Sheriff Knudson reported the drug calendar contest for the 2019 calendar is beginning and entries are due October 26th. The committee is invited to come down to the Sheriff' Office after the November 2nd meeting and help judge the entries. The TOP SECRET project will be held at Baldwin High School on October 17th. The event is open to the public. The project is in coordination with the Hazelton foundation, who is the facilitator, Westernwisconsin health is the corporate sponsor. This is an Educational night for parents to learn about what is out there and what kids are exposed to i.e. internet safety, drugs, paraphernalia, mental health and addiction.
