BUSINESS ITEMS
1. Financial Report
Operations Manager Ken Witt reported on the November 2017 financial report.
RESULT: DISCUSSED
2. Sheriff's Office update - Data Analyst
Sheriff Scott Knudson informed the committee the position of Criminal Data Analyst has
been filled by Kevin Hamlin, who started December 27th. Sheriff Knudson introduced
Mr. Hamlin to the committee and shared Kevin's schooling and other accomplishments.
The committee welcomed Mr. Hamlin to St. Croix County. Sheriff expressed concerns
about having the program stay on task with multiple requests for data analyzing tasks.
RESULT: DISCUSSED
3. Community Justice Collaborating Council (CJCC) Updates
Community Justice and Collaborating Council Coordinator Mike O'Keefe summarized
the CJCC subcommittee summary report included in this committee's agenda packet.
O'Keefe went through the current tasks and immediate goals of the subcommittees. One
application has been received for the vacant CJCC citizen membership opening. The
committee will be taking applications until January 19th for the position. O'Keefe stated
time and an interest are the biggest requirements.

4. Drug Court update
Judge Waterman presented the history and current status of the St. Croix County Drug
Court program. See handout in minutes.

5. Child Support Agency
Administrator Chad Wolske is stepping down as SCC Child Support Administrator.
Administrator Wolske reported on the current programs, benchmarks and funds collected.
14.7 million collected in 2017 hit all benchmarks. current support over 82% for the first
time.
Ramping up employee assistance referrals for unemployed and underemployed non
placement parents. Workforce resources.

6. Medical Examiner's Office
Medical Examiner Patty Schachtner reported since moving to the new facility in October
the ME has served 17 different families. The facility is ready for the next 10 years. The
Top Secret project is moving forward in Somerset, Baldwin and Glenwood City.

7. 9-1-1 Infrastructure Phase II
Emergency Support Services Director Stephen T'Kach informed the committee the
National Environmental Policy Act (NEPA) process remains in progress for the Houlton
tower site. There is a confirmed partner with a commitment of $300,000. There are talks
with other possible partners. The goal is to build the Houlton tower using funds within
the Phase II Budget. Emergency Communications Manager Terry Andersen and
Emergency Communications Systems Technician Steve Bahneman are in South Carolina,
this week, for training on programming and repair of the AVTEC radio consoles.

Attorney General will here today at 1:00 for a round table discussion invitations have been sent
out. February's meeting will be a short agenda and then the annual jail inspection.
