Public Protection & Judiciary Committee Regular Meeting October 5, 2018 7:50 AM Minutes of the October 5, 2018 meetings were approved. RESULT: ACCEPTED PUBLIC COMMENT No Public Comment BUSINESS ITEMS 1. Financial Report for September 2018 Administrator Pat Thompson reported on the September year to date budget status report. Revenue and Expense status of each reporting department. Budgets appear to be in good shape for the remainder of the year. RESULT: DISCUSSED 2. Update from Community Justice Collaborating Council (CJCC) CJCC Coordinator Mike O'Keefe reported on the CJCC subcommittee report (attached to these minutes). RESULT: DISCUSSED 3. 9-1-1 Infrastructure Phase II (Houlton) Update Director Stephen T'Kach reported on the progression of the Houlton project. Concrete was poured this week. Project is on budget and should be completed in March 2019 RESULT: DISCUSSED 4. Resolution in support of funding for Next Generation 911 upgrades Emergency Support Services Director Stephen T'Kach. NextGen 911 is a technological term to include text and photos. The state projects the NextGen system will cost each county $250,000. The resolution's purpose is to tell legislature to send the 911 funding we see on our phone bills back to 911. Restore 911 fund back to the 911 PSAP centers. Discussion. Nordstrand/Miller motion to approve. Motion passes. RESULT: RECOMMENDED \[UNANIMOUS\] MOVER: Scott Nordstrand, Supervisor SECONDER: Lynda Miller, Supervisor AYES: Andy Brinkman, Scott Nordstrand, Roger Larson, Lynda Miller, Bob Feidler 5. Resolution Approving an All Hazard Mitigation Plan for St. Croix County Emergency Management Manager Natasha Cardinal explained the All Hazard Mitigation Plan and the process to get the plan completed. LEPC served as the steering committee for the plan, meetings were held with townships, villages and cities. Adopting this plan makes the county and unincorporated towns eligible for FEMA funding. Nordstrand suggests in every new plan there should be a section that defines what the last plan accomplished and what items are different or new. Miller/Nordstrand motion to approve. Motion passed. Sheriff's Office - Specialized unit cells Sheriff Scott Knudson explained to the committee the need for a specialized cell to serve those with mental health needs. Chief Deputy Cathy Borgschatz reviewed the Jail Trends and Jail Population report (attached to these minutes). The study will be regarding the needs of the jail and the special populations and the structural changes in the jail. Discussion. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS None. ANNOUNCEMENTS & CORRESPONDENCE Sheriff Scott Knudson announced the calendar contest and invites the committee to come down and judge the calendar art submissions. Vice President Pence is visiting the area tomorrow between 1:00 PM and 3:00 PM. ADJOURN Meeting was adjourned at 8:37 a.m. DATE OF NEXT MEETING December 7th, 2018.
