PUBLIC COMMENT
Judge Waterman announced at 3:00 PM in Branch I there will be a public Investiture of Judge
Scott Nordstrand.
BUSINESS ITEMS
1. Introduction of District 2 Supervisor Jim Endle
Chair Brinkman introduced and welcomed supervisor Jim Endle as a member of the
Public Protection and Judiciary committee.
RESULT: DISCUSSED
2. Financial Report for December 2018
Administrator Patrick Thompson reported on the December 2018 Financial report. The
year to date numbers are not audited and preliminary figures for all departments.
Circuit Court is the only department which exceeded budgeted expenditures. This is
due to the new financial system incorrectly placing the CJCC and District Attorney
wage and fringes are under the Circuit Court budget. Actual Circuit Court is not over.
Thompson reports it is a positive report.

3. Proclamation Recognizing National Telecommunicator Week in St. Croix County
Emergency Communications Manager Terry Andersen reported on the annual
proclamation recognizing National Safety Telecommunications Week. National
Telecommunicator week is April 14 - April 20. The proclamation will be presented at
the April County Board.
RESULT: DISCUSSED
4. 9-1-1 Infrastructure Phase II
Emergency Support Services Director T'Kach gave a brief overview of the Phase II project
for Supervisor Endle. T'Kach explained the decision to build a Houlton tower was based
on many unknowns of Xcel Kingplant smoke stack in Bayport, MN. Financial partnering
with MNDOT(lease for space), WIDOT (land) and Washington county Sheriff's
department (lease for space) has resulted in $400,000 towards the building of a Houlton
tower. The Phase II project remains under budget. T'Kach addressed a letter to the
editor in a local paper. T'Kach clarified the Houlton tower was built for Public Safety
purposes but also has space for two "co-locators". The construction has reached the
300ft level. Hopefully, by end of today it will reach its full 320ft. The Houlton tower is
expected to be operational by end of March.

REQUEST FOR FUTURE AGENDA ITEMS
Chair Brinkman would like an update on the Diversion Program recidivism numbers for 2018.
ANNOUNCEMENTS & CORRESPONDENCE
Sheriff Scott Knudson announced the Sheriff's Office recognition program will be March 12th at
6:00 PM at Faith Community Church. Supervisor Endle and Chair Brinkman will be visiting
departments at the conclusion of the jail inspection. Administrator Thompson announced ESS
Directory Steve T'Kach will be leaving the county on April 19th. Chair Brinkman thanked T'Kach
for the great job he has done.
Administrator Thompson recognized the work Steve T'Kach has done and he is very proud of
the decision he made to hire Steve. Thompson thanked T'Kach for his good work for St. Croix
County.

RECESS AND RECONVENE AT JAIL LOBBY
1. Annual Jail Inspection and Day Report Center tour
The committee reconvened at the lobby of the jail. At 8:29 AM Sheriff Scott Knudson,
Chief Deputy Cathy Borgschatz and Captain Chris Drost led the committee through
the Jail and Day Reporting Center. Descriptions of each area of the jail were
presented to the members along with programs offered to inmates. Joining the
committee was Facilities Director Jim Elsbury and Assistant Finance Director Mike
Wagner. The Jail inspection concluded at 10:25 AM.
RESULT: DISCUSSED
