APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – August 2, 2019 7:50 AM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. Election of Chair and/or Vice Chair Administrator Thompson called for a nomination of Chair of the PPJ. Supervisor Miller nominated Bob Feidler Jim Endle seconded. Passed Administrator Thompson called for a nomination of Vice Chair of the PPJ Supervisor Feidler nominated Lynda Miller, Supervisor Endle seconded. Passed. Welcome of Supervisor Greg Tellijohn, District 14 Chair Feidler welcomed County Board Supervisor Greg Tellijohn, District 14. RESULT: DISCUSSED 3. Financial Report for July 2019 Administrator Thompson reviewed the financial reports (included in agenda packet). All departments are within the appropriate percentage of budgets spent for this time of year. RESULT: DISCUSSED 4. Review of 2020 Requested Operating Budgets Assistant County Administrator Ken Witt reviewed the 2020 budget submissions by departments reporting to this committee. Witt explained the structure of the report layout of the presented budget (included in the agenda packet). General Property tax shows what the amount the particular department costs the county. Salary/Fringes show the step increase and health insurance and Wisconsin retirement. HRA liability has been budgeted in various years but this year the HRA is included in the Health Insurance line item. 2.4% increase in Health insurance. Departments have most control over the operating expenses portion of the budget. This committee will meet one more time before the October 10th Committee of the Whole meeting. Administrator Thompson will present a recommendation to the PPJ in regards to the ESS department leadership. RESULT: DISCUSSED 5. Discussion of current fee schedules within SCC Jail Chief Deputy Borgschatz explained the jail fee schedule (included in agenda packet and handed out at the meeting). The report indicates fees charged in most counties in Wisconsin. The report is a follow up from a CJCC meeting discussion. Discussion. RESULT: DISCUSSED 6. Community Justice Collaborating Council and Subcommittees Update Judge Needham will be recommending a judge sit on the mental health subcommittee. Mike O'Keefe, currently working in the fourth year of the five year grant cycle for the Treatment Alternatives and Diversion grant. Department will be applying for a grant for a diversion program case manager for the intoxicated driver program. RESULT: DISCUSSED 7. Medical Examiner's Office Update Medical Examiner Patty Schachtner reported within the next eight years St. Croix County's last baby boomer will turn 65, about 15,000 of our residents. The department has worked in the same investigate system since 1990's. Workload of investigators have increased 150% since early 2000s. An average of 150 calls per year to now roughly 600 calls. The office is fully contracted and not full-time employees of St. Croix County. The processes and contacts with the ME office has changed dramatically. From a report on a napkin to entering reports within databases, on scene investigation, increase contact with the family members of the deceased. The office has asked for an Administration Support position in the office to help with all the increase in reporting requirements, medical record requests and fielding calls. Discussion. RESULT: DISCUSSED 8. Resolution Authorizing Placement at the Core Academy and Other Secure Detention Facilities for Periods not to Exceed 365 Days HHS Administrator Fred Johnson explained this resolution expands the 2017 resolution which authorized the Northwest Regional Corrections Center, out of Eau Claire. With the planned closure of Lincoln Hills, this resolution provides local resources for the placement of juveniles. The resolution authorizes the Circuit Court Judges to order placement in the Lacrosse county Core Academy and other secure detention facilities for a period not to exceed 365 days. Chair Feidler calls for a vote of endorsement. All members voted aye. RESULT: APPROVED [UNANIMOUS] Next: 10/1/2019 5:00 PM AYES: Lynda Miller, Bob Feidler, Roger Larson, Greg Tellijohn, Jim Endle REQUEST FOR FUTURE AGENDA ITEMS Chair Feidler would like to have Emergency planning items reported out at a future meeting and a report from Child Support and District Attorney.
