APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee Regular Meeting November 2, 2018 7:50 AM RESULT: ACCEPTED PUBLIC COMMENT Judge Vlack thanked Jim Elsbury and the Facilities staff for the work done on the Judge's chamber remodel. BUSINESS ITEMS 1. Financial Report for November 2018 Administrator Thompson reported all reporting departments are showing a positive balance as of November 2018. Individual department balances were reported. Next month preliminary year end report. In March a preaudit report will be presented. RESULT: DISCUSSED 2. Community Justice and Collaborating Council and Circuit Court Update Judge Needham reported on behalf of the CJCC as he has been named Chair of that council. There has been a period of adjustment during the past few weeks with the retirement of Judge Lundell. Keeping Branch I staffed and operating with use of reserve judges. Scott Nordstrand was appointed as Branch I judge. Judge Needham recognized all the good work Judge Lundell has done throughout his career with St. Croix County. Judge Needham expressed Judge Lundell will be missed. The layout of the court on second floor has been reorganized so courtrooms, branch offices and judges chambers are grouped according Branch. The judge recognized the great job the Facilities department has done on extremely short notice to replace the carpet, paint and shift offices. Judge Needham will serve as presiding judge and most senior. Judge Needham commends the work of Mike O'Keefe as CJCC Coordinator. The CJCC Administration committee meeting has been moved to 1/17. O'Keefe and Needham have discussed CJCC as it stands and perhaps what the future should look like. RESULT: DISCUSSED 3. Medical Examiner's Office Medical Examiner Patty Schachtner reported on 2018. Unclaimed bodies, becoming more prevalent, Senior citizen deaths, and labs (currently 4-6 weeks) looking at a private lab which would reduce that time to approximately 10 days. 15 Death certificates in pending mode. 8 autopsies outstanding from 2018. Projection of 600 cases in 2019. There will be continued conversations in 2019 for LODOX system. The department has hired four investigators and two have made it through the initial training. Work load is more evenly distributed. RESULT: DISCUSSED 4. Mobile Command Vehicle Emergency Communications Emergency Support Services Director T'Kach reported on the Mobile Command Vehicle. The funding for purchasing a new vehicle is not in the CIP budget until 2020. The department continues to look at options of finding used vehicles and spending on repairs for the current vehicle. The groundwork has been completed at the Houlton site. Hoping to wrap up project around April 1. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS The next meeting will include the annual inspection of the jail. Members are asked to allow extra time for the inspection. ANNOUNCEMENTS & CORRESPONDENCE Chair Brinkman would like to see recognition on Judge Lundell's service to St. Croix County by the full county board. The CJCC meeting will be held on January 17th.
