BUSINESS ITEMS
1. Financial Report for February 2019
Administrator Thompson reported on the Financials for reporting departments. Should
be at 85% with the first 2 months of the year. Emergency Management Charged all
Hazard Mitigation Plan Line item does not sustain the line item. Offsetting revenues for
that.
Medical Examiner Autopsi
RESULT: DISCUSSED
2. Consideration of Capital Projects; Correction's Special needs unit, HVAC/controls and
the Emergency Communication's Mobile Command
Sheriff Scott Knudson explained the mental health and other special needs in the jail.
Facilities Jim Elsbury introduced Scott Fedding, Klein McCarthy architects and Maria from
KFI. Mr. Fedding explained the proposed changes to the current jail in order to
accommodate a special needs area. Sheriff Knudson informed the committee with these
changes made in the jail there will be additional staffing needed. Director Elsbury
explained the changes to the HVAC system. Emergency Support Services Director
Stephen T'Kach and Emergency Communications Manager Terry Andersen explained
what the proposed Emergency Communications Mobile Command Vehicle project would
include. Administrator Thompson explained this project would require bonding and a
vote to approve this project would move it onto the Administration committee and then
to County Board. The total project would include $5.3 million for the jail, $2.5 million for
the HVAC updates/upgrades and $398,000 for the Emergency Communications Mobile
Command Vehicle. A Miller/Larson motion to approve the projects was approved
unanimously. Passed

3. Community Justice and Collaborating Council and Circuit Court Update
Judge Needham spoke on behalf of the CJCC. Subcommittee are busy setting their
missions and goals. Needham also spoke on the increase in the number of people
claiming to not understand or not be competent to understand the legal proceedings.
Tests are given and if the person is determined to not be competent treatment is
attempted at the Mendota facility, but space is limited. St. Croix County is attempting to
serve that population by providing the jail with special cells. Needham stated he has
seen the highest number of mental health issues he has seen in his tenure.

4. District Attorney Diversion Program & Treatment Court update
Judge Michael Waterman spoke on the Diversion program as an alternate for jail time for
first time or low risk offenders and the Drug Court Program for high risk/high need
offenders. The high risk have a 70% probability rate to re commit the crime. Judge
Waterman recognized the work performed by Lisa Multhauf and Kim Kitzberger for the
success of the two programs. Lisa Multhauf presented on the Diversion program and the
Drug Court program.

5. Medical Examiner's Office
8:39 AM
Medical Examiner 3.50 an hour 6 full time workers working 12 hour shifts. There to
determine cause and manner of the death.
Paperwork has quadrupled since she has started as Medical Examiner. 2 -3 hospice
registrations a day.

We have to have science to say cause/manner of death. LODOX will look help with the
future budget issues of autopsies. Full time clerk for paperwork in the office and also the
digital autopsy would also help

6. 9-1-1 Infrastructure Phase II
Administrator T'Kach reported St. Croix County is completely gone from the Kingstack
smoke stack and the Houlton tower is fully operational. Phase II should be wrapped up
by early to mid May. Ancillary items will continue to be worked on.

ANNOUNCEMENTS & CORRESPONDENCE
Sheriff Knudson thanked those who had attended the awards ceremony last month. Knudson
reminded the committee of an Award of Honor given posthumously for an officer who died in
1955 as a result of being shot in the line of duty 1953. This officer will be honored on May 13th
in Washington DC as his name will be placed on the National Law Enforcement Officers
Memorial. The Sheriff along with the Medical Examiner and four members of the honor guard
will be attending the ceremony. There will be a fund raiser held on May 6th to help pay for
travel expenses.
Director T'Kach reminded the committee April 14 - April 20 is National Telecommunicators
week.
