APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee Regular Meeting April 5, 2019 7:50 AM RESULT: ACCEPTED PUBLIC COMMENT No public comment BUSINESS ITEMS 1. Financial Reports April 2019 Administrator Thompson reported on the March & April expense and revenue Financial reports included in this meetings agenda packet. RESULT: DISCUSSED 2. Discussion of Public Safety Capital Improvement Projects Administrator Thompson reminded the committee that the County Board approved a motion to send this item back to the Administration Committee. Project Departments were represented at the Administration to answer questions. PPJ can make a recommendation or show of a strong preference but the PPJ does not have jurisdiction over the bond issuance. Discussion on funding options. Motion by Endle to separate the projects as two items and forward to the full board. Motion failed. Motion by Feidler to send back to full county board without amendment. Motion passed. CJCC Council and Subcommittee Updates Coordinator O'Keefe referred members to the CJCC report included in the agenda packet. Judge Needham met with all subcommittees and restated goals and strategies. Discussion. RESULT: DISCUSSED 4. 9-1-1 Infrastructure Phase II Update ESS Director T'Kach reported on the final phase of the project. This will be T'Kach's final report as he is leaving St. Croix County on June 28th. During the Phase II project six towers were built. Xcel has announced their Bayport Kingplant will be shutting down by 2028. The Houlton tower was able to be built due to partnerships with MN agencies. The project included five simulcast channels, upgraded 911 radio consoles, updated the Mass notification system for our first responders and citizens and created the LAW1 digital channel which was turned on this past Tuesday. T'Kach thanked Chair Brinkman and Committee members for the support on this project throughout the years. Thanked County Administrator Thompson, Terry Andersen Steve Bahneman and Janet Smith. RESULT: DISCUSSED 5. 2020 New Position Request -ESS Director T'Kach reminded the committee last year the department requested two telecommunicator positions and received one. The department will ask for that again this year. The Emergency Management department shares a position with Public Health and looking into a part-time position in EM. Administrator Thompson informed the committee all new position requests are due June 15th to the H.R. department. Administrator Thompson thanked Steve T'Kach for his four year "interim" Directorship. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Sheriff Knudson reported on his experience in Washington D.C. attending the ceremony of the Fallen Officer during the week long police memorial week. New Jail Lieutenant Tim Kufus. Sheriff Knudson recognized the work of Chairman Andy Brinkman who has resigned from the County Board. Judge Needham spoke on his relationship with Andy Brinkman and thanked him for his work on behalf of the Circuit Courts and this group. Sheriff Knudson presented Chair Brinkman with a certificate of appreciation from all the reporting departments. Administrator Thompson thanked Brinkman for his professionalism, levity and efficient meetings. Supervisor Feidler thanked Chair Brinkman on behalf of the committee. Chairman Brinkman addressed the committee, thanked everyone and said his goodbyes. ADJOURN Meeting adjourned at 8:59 AM DATE OF NEXT MEETING JULY 5, 2019
