APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee Regular Meeting September 6, 2019 7:50 AM RESULT: ACCEPTED PUBLIC COMMENT Judge Michael Waterman spoke on behalf of the CASA (Court Appointed Special Advocate) program. The program's mission is to help children who have been removed from their homes return quicker. J udge Waterman invited members to attend a CASA meeting on December 3, 2019 at noon in room 1216. Discussion at the meeting will explore starting the CASA program in St. Croix County. BUSINESS ITEMS 1. Financial Report for September 2019 Assistant County Administrator Ken Witt reported on the 2019 budget status. Revenues and expenses for reporting departments are in acceptable ranges for this period reported. RESULT: DISCUSSED 2. ndations Assistant County Administrator reported the County Administrator did change the budget recommendation after Committee of the Whole (COTW). Two positions were added, an additional Telecommunicator postion and Planner GIS technician position in CDD. The additional revenues were from Sales Tax projection increase for 2020, from 8.5 million to 9.0 million, which is still below the state estimate of 9.5 million. RESULT: DISCUSSED 3. Child Support Agency Update Administrator Lisa Plunkett from Child Support reported on the current status of the Child Support Agency. RESULT: DISCUSSED 4. CJCC Council and Subcommittee Updates Community Justice Coordinating Council Coordinator Michael O'Keefe reported the program will sponsor a training for professionals working with domestic violence cases. As of this committee meeting 98 people have registered. The training will be held at Community Faith church on November 14th from 8:00 AM to 1:00 PM. The training will focus on understanding the victims of violence and why they can't seem to leave the situation. Judge Needham spoke on the training and encouraged members to attend. RESULT: DISCUSSED 5. Medical Examiner's Office Update Medical Examiner Patty Schachtner reported the new lab running toxicology tests has decreased the turn around time from 12-16 weeks to approximately 2 weeks. Medical Examiner will have over 600 cases in 2019. Chair Feidler asked for an update on the LODOX project which in included on the CIP. LODOX is a digital autopsy. Price of the machine is coming down, the ME is working with others in partnership. LODOX would only be used in cases which are determined to be by natural causes. Any obvious murder would not be a LODOX case but still sent to full autopsy. RESULT: DISCUSSED 6. Review of September 18th Substance Abuse Forum Chair Feidler thanked all the participants for the September 18th Forum. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Feidler would like to pursue options for another Diversion "community service" program. ANNOUNCEMENTS & CORRESPONDENCE Mike O'Keefe announced a news item that the Attorney General opens Summit on Emergency detention. O'Keefe credits some of this attention should be given to the St. Croix County CJCC Mental Health subcommittee led by Fred Johnson. The subcommittee has engaged the state and legislature for about three years. ADJOURN Adjourned at 8:26 AM DATE OF NEXT MEETING - DECEMBER 6, 2019
