APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee Regular Meeting November 1, 2019 7:50 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Report for November 2019 County Administrator Patrick Thompson presented the Financial Reports as of November 30, 2019. All departments will meet their revenue projections. All department expenditures are within the budget appropriations. RESULT: DISCUSSED 2. CJCC Council and Subcommittee Updates Judge Scott Needham reported CJCC subcommittees continue to meet. Initiatives for hiring CASA (Court Appointed Special Advocate) program. Judge Waterman spoke on the CASA program which is primarily for Child Protective services cases and children placed outside of the home. Funding for the program was approved by Administration committee in the amount of $50,000. The expectations are the program will be able to continue through private donations, foundations, grants and other sources. Part of the project involves a regional program out of Barron county. The program will get going further once the Barron County regional office starts. CJCC Coordinator Mike O'Keefe reported on the November 14th training on neurobiology of trauma. Approximately 98 people attended. O'Keefe thanked Faith Community for the venue. Judge Needham updated the committee on previous discussion on the lag time on AODA assessments done after DWI convictions. Code states assessment should start fourteen days after conviction. St. Croix County assessment was sometimes 70 - 80 days. Judge Nordstrand and the courts have been working with HHS to reduce the lag time. As of meeting two weeks ago the county has reduced the time to 14 days. RESULT: DISCUSSED 3. Medical Examiner 2019 recap Medical Examiner Patty Schachtner reported on 2019 statistical numbers. Review of the 2019 Medical Examiner Annual Report. Shortages nationwide of forensics pathologists and death investigators. St. Croix County hired four investigators in 2019 only one remains. Schachtner continues to look for an Office Staff member to help with the administrative paperwork. RESULT: DISCUSSED 4. Sheriff's Office - Jail remodel project report Sheriff Knudson reported on the Jail Medical project. It has moved along quickly, the project is scheduled to start in March with completion the fall of 2020. RESULT: DISCUSSED 5. Sheriff's Office - Jail population report Sheriff Knudson spoke on the jail population numbers contained in the annual report As of this meeting the jail population is 95. The population has dipped down in the last couple of months. Hoping the downward trends continues and contributes that to the collaboration with the CJCC and other partners. The Day Report Center has contributed to the decrease in jail population. Discussion on tracking and holding people accountable for their court ordered drug and alcohol testing. RESULT: DISCUSSED 6. Sheriff's Office - Merger with Emergency Support Services Sheriff Knudson announced the Emergency Communication and Emergency Management divisions are combining into the Sheriff's Office. With the merger, work is being done on security badge access, budgetary items, etc. Emergency Communications Manager Terry Andersen has historical knowledge and the great inner workings of that office. Sheriff's Office resources will be able to help with resources. The Sheriff introduced Support Services Captain Brent Standaert. Captain Standaert spoke on current projects within the Emergency Communications division which include implementing/editing/merging policies, hiring staff, implementing a new scheduling software, updating the CAD, 911, Record Management system and Jail software programs. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Sheriff Knudson: By Statute Jail touring/review at the February meeting. ANNOUNCEMENTS & CORRESPONDENCE Sheriff Knudson reported the Stop Drug Calendar Contest had 874 submissions. The December 17th award ceremony was held to honor the 41 winners who were recognized.
