BUSINESS ITEMS
1. Financial Report Preliminary Year End 2019
Administrator Patrick Thompson reviewed the preliminary 2019 expenditures and
revenues balances. State and Federal grant reimbursements have not been received in
some departments which reflects in the revenue. All unspent amounts will return to the
general fund. Outlook is good for Public Protection and Judiciary reporting
departments.
RESULT: DISCUSSED
2. Resolution Amending Maintenance and Board of Jail Inmates Fee Schedule
Sheriff Scott Knudson and Chief Deputy Cathy Borgschatz presented the Maintenance
and Board of Jail Inmates fee Schedules resolution. Due to technological advancements
and medical contract changes, the fees need to be updated. Motion by Miller, seconded
by Tellijohn. Motion passed.

3. CJCC Council and Subcommittee Updates
Judge Needham reported to the committee Judge Nordstrand will replace Judge
Waterman as the Drug Court Programs main judge. Coordinator O'Keefe updated the
committee on current happenings of the CJCC subcommittees. Discussion.

4. Medical Examiner's Office Update
Medical Examiner Patty Schachtner reported last year at this time there were 53 death
cases with nine scene visits. This year the department has 70 cases with sixteen scene
visits. Three suicides this year. Outreach regarding suicides continues with churches,
schools, first responders and private entities. Work has begun on updating the resources
guidebook for school age kids, which was created in 2015. Schachtner reported on
discussions with churches and hospitals regarding the ability of families to sign off
on fetus deaths prior to 20 week gestations and bury the remains at home. This may
become a problem if in the distant future the remains are found and the origin is not
known. Schachtner will continue to have conversations with the Sheriff and
Corporation Counsel.

5. Annual Jail Inspection and tours of the Day Report Center and Dispatch Center
Committee recessed at 8:32 AM. Reconvened in the Sheriff's Office lobby and began the
annual jail Inspection, with tours of the 911 center and the Day Report Center. The
committee inspected the jail with Sheriff's jail staff. Public Protection & Judiciary
committee adjourned at 9:38 AM.

Sheriff introduced Special Services Lieutenant Justin Johnson he will oversee court services
and the investigative unit.
