Public Protection & Judiciary Committee – Regular Meeting – February 7, 2020 7:50 AM Minutes from the February 7, 2020 approved on a Larson\\Tellijohn motion. RESULT: ACCEPTED PUBLIC COMMENT No public comments. BUSINESS ITEMS 1. Financial Report - January 2020 County Administrator Patrick Thompson reported the January 2020 financial reports, included in the agenda packet, show one month of data. The preliminary 2019 unaudited financial reports were included in last months agenda packt. All departments reporting to this committee were within 2019 budget parameters. RESULT: DISCUSSED 2. Community Justice and Collaborating Council and Circuit Court Update Judge Scott Nordstrand reported a bill passed approving 12 circuit court judges for the state of Wisconsin. These judges will be appointed throughout the next four years. This does not impact St. Croix County. Judge Nordstrand and Judge Waterman have been appointed by the Chief Justice to serve as a "Business Judge" for cases which pertain to businesses litigation. Another bill was passed that will increase time served for DWI 5th or 6th offense to 18 months. Judge Nordstrand reported on behalf of the criminal justice subcommittee. Courts are reviewing the use of "sober housing" to help people with transitioning to the next step in their recovery process. CJCC Coordinator Mike O'Keefe reported with Fred Johnson's pending retirement the mental health subocommittee will be looking for a new chair. RESULT: DISCUSSED 3. Medical Examiner's Office Update Medical Examiner Patthy Schachtner reported as of 2/29 120 call up 25 from 2019. Scene visits with more people at home. Big stress on all systems Law, EMS ME. The department will continue to plan for the future increase in caseloads. Schachtner reviewed needs for COVID-19. The ME office is prepared to handle any influx of deaths. Interviews are today for the office staff position. RESULT: DISCUSSED 4. Recognition of National Telecommunicators Week Chair Feidler announced the Proclamation for the recognition for the national telecommunicator's week. Due to timing with County Board and elections this year this committee will approve. Chair Feidler read the proclamation declaring April 12 - 18, 2020 as National Telecommunicator week in St. Croix County. RESULT: APPROVED \[UNANIMOUS\] AYES: Bob Feidler, Roger Larson, Greg Tellijohn, Jim Endle EXCUSED: Lynda Miller REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Patrick Thompson present Supervisor Endle with a certificat of apprecation for Board Members serviced. On behalf of the County Board. Sheriff Scott Knudson announced the recognition of Dispatcher Tom Barthman Firefighter of the year at the Wisconsin State Firefighter Associaiton conference. Also, Steve Bahneman has served 40 years in St. Croix County. Sheriff Knudson gave each member of the committee a challenge coin in recognition of their service to the Public Protection and Judiciary committee and the Sheriff's office. The Sheriff presented County Board Chair and Public Protection and Judiciary committee member Roger Larson with a certificate of appreciation on behalf of all the departments represented by this committee. Roger Thanked all St. Croix County employees for work done and support given throughout the years. County Administrator Thompson spoke on the career of Roger Larson at SCC. He commended the work Larson has done attending standing committees and the work done with being prepared for each and every County Board meeting. Speaking on his dedication for PPJ sitting on interview panels, for courts and law enforcement. Judge Waterman echoed Thompson's remarks on Rogers remarkable attentiveness to Judges, front Lines and his attendance at the Drug Court graduations. He thanked Roger for his service. Patty Schachtner thanked Roger for all his work and dedication. Chair Feidler announced there will not be an April 3, 2020 meeting. ADJOURN Meetng adjourned at 8:20 AM DATE OF NEXT MEETING MAY 1, 2020
