1. Public Protection & Judiciary Committee Regular Meeting July 2, 2020 8:00 AM

BUSINESS ITEMS
1. Financial Report for June 2020
Administrator Patrick Thompson reported on the Financial reports as of June 2020. All
departments are within budget parameters.
RESULT: DISCUSSED
2. Jail construction project update
Sheriff Scott Knudson reported on the jail construction project. The project is moving
forward and on schedule. Challenges have been in the area of backgrounding
construction workers working on the project. Jim Elsbury, Facilities Administrator
reported on details of the project. Anticipating Oct/ Nov completion date. A transfer of
Jail fee funds enabled work to progress on a Day Report Center project. Elsbury
discussed changes in the jail which helps with daily functions and safety within the jail. A
time lapse video was shown of the jail crisis cells build out (link included in agenda
packet).
RESULT: DISCUSSED
3. CJCC Council and Subcommittee Updates
Judge Needham thanked the committee for changing the meeting date from Thursday
to accommodate jury selection. Judge Needham also thanked the Sheriff and Facilities
for accommodating the courts during construction. One courtroom has been completely
remodeled for COVID-19 jury duty safety. Zoom technology is still being used but most
courts are in person. Day Report Center and testing is moving back from remote testing
to face to face check-ins.
CJCC Coordinator Mike O'Keefe, directed the committee to the agenda packet sub-
committee summaries. Alcohol and drug subcommittee met last week. Sober living
house goal 200 beds in St. Croix. Polk and Pierce.

4. Local Emergency Planning Committee (LEPC) member appointment
Chair Feidler appointed Supervisor Leaf to serve as the Public Protection and Judiciary
Committee representative on the Local Emergency Planning Committee.
RESULT: DISCUSSED
5. Medical Examiner's Office Update
Medical Examiner Patty Schachtner directed the committee to the report in the agenda
packet. The department has updated their billing system. Discussion on billings and
writing off of certain bills. The committee requested Schachtner meet with Ken Witt and
bring a policy back to this committee for review. Discussion

ANNOUNCEMENTS & CORRESPONDENCE
Judge Needham spoke in appreciation of Patrick Thompson's work with the courts. Judge
Needham presented Administrator Thompson with a certificate of appreciation from all
departments reporting to this committee.
