Public Protection & Judiciary Committee – Regular Meeting – August 5, 2021 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Report for July 2021 Administrator Ken Witt reported on the July 2021 financial reports. All reporting departments are in good standing. RESULT: DISCUSSED 2. Review of 2022 Department Budget Request Administrator Witt reviewed the 2022 budget requests from all departments reporting to this committee. The county has primarily two revenue areas; sales tax and property tax. Those two sources will generate about $1.1 million for the 2022 budget year. The County Board has prioritized Health Insurance and Employee wage increases. Health Insurance was the top priority which costs approximately $550,000 (5.62% increase) the second priority was employee raises which will be approximately $700,000. with those two items budgeted there are no funds left for the third item prioritized which was new positions. Negotiations with the Law Union are in progress. The above numbers do not include any union Law Enforcement negotiated costs. Administrator Witt reviewed the 2022 budgets from each PPJ reporting department. Each department head was able to speak on their 2022 budget request. The committee took a recess at 9:12 AM and reconvened at 9:20 AM. A special meeting of the PPJ will be September 7, 2021 @ 5:00 PM in the County Board Room to further discuss the 2022 budget. RESULT: NO ACTION Next: 9/7/2021 5:00 PM 3. Circuit Court update Judge Nordstrand spoke on defendant testing within the court system sent to the Day Report Center. RESULT: DISCUSSED 4. Clerk of Court - retainment and recruitment update Clerk of Court Kristi Severson spoke on the need for two additional FTE's. The request was planned before four employees had left the employment with the county. No new applicants for a month and a half. Other counties are receiving 20 - 40 applicants for open positions. RESULT: DISCUSSED 5. Traffic Safety committee update RESULT: NO ACTION Next: 10/7/2021 8:00 AM 6. Justice Support Services update Justice Support Services Director Susan Capparelli reported on the hiring of Shelby Larson and transition of Tina Sintz to the lead COMPAS and pretrial assessing and cross training. Focus on performing We have a lab hired for two shifts during the day for AM and PM days. Justice Point contract ended August 31st. RESULT: DISCUSSED 7. Sheriff's Office update Sheriff Scott Knudson reported on the Jail activity. Last month there were 104 inmates., currently there are 75. In August there were a total of 189 inmates booked in. Court Services/Transports to and from building through august 25th were 224 transports 188 done by deputies, 36 were done by contracted company (out of state, prison etc). RESULT: DISCUSSED 8. Medical Examiner's Office Update Medical Examiner Patty Schachtner updated the committee on progress made on the purchase of the CT scanner. Facilities Director and ME have met with company for quotes on what the end cost will be for the CT scanner. The CT scanner will provide an opportunity for cost savings as well as revenue. A budget amendment will be requested due to changing from the LODOX system to the CT scanner system. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Feidler suggests on the November agenda there be an item focusing on drug addiction. Work must be done prior to the meeting to have a meaningful discussion. ANNOUNCEMENTS & CORRESPONDENCE Emergency Management Manager Natasha announced September is Emergency Preparedness month.
