APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – November 3, 2022 8:00 AM Minutes of from November 3, 2022 were accepted. Motion by Supervisor Adams, seconded by Supervisor Carlson. RESULT: ACCEPTED PUBLIC COMMENT Ten people appeared for public comment. Seven spoke in support and three spoke in opposition of the resolution to support the u.s. constitution and the second amendment. BUSINESS ITEMS 1. Resolution to Support the U.S. Constitution and Wisconsin Constitution and Rights Explicitly Provided Therein Supervisor Carlson motioned to approve the resolution, seconded by Supervisor Adams. A block amendment was offered and presented to the committee by handouts and on screen. The Resolution to Support the U.S. Constitution and Wisconsin Constitution and Rights Explicitly Provided Therein was offered as a block amendment. Motion by Supervisor Carlson, seconded by Supervisor Adams to approve the amendment. Supervisor Leaf offers amendment to the amendment of striking paragraph two and three. Motion dies for lack of a 2nd. The Amendment is adopted as written, Resolution as amended is adopted. Financial Report for October 2022 Administrator Witt presented the Financial reports as of October 31, 2022. RESULT: DISCUSSED 3. Medical Examiner's Office Update Medical Examiner Patty Schachtner reported on recent work the department has been doing. RESULT: DISCUSSED 4. Jail project update Sheriff Scott Knudson reported the project of installing wire mesh in the jail to prevent inmates from harming themselves by using the second floor railings. Inmate population count is 117 as of today. RESULT: DISCUSSED 5. Resolution Requesting the State of Wisconsin to Review and Revise the Entry Level Compensation Rate for Assistant District Attorneys District Attorney Karl Anderson presented a resolution in support of the state of Wisconsin to review and revise the entry level compensation rate for Assistant District Attorneys. Motion to approve by Supervisor Ramberg, seconded by Supervisor Leaf. Motion passed. Resolution Authorizing Referendum to Increase Tax Levy for Public Safety Administrator Ken Witt presented a resolution authorizing a referendum to increase tax levy for hiring personnel in Public Safety. If approved a referendum to increase the tax levy would be offered on the April 2023 ballet. If approved by the voters, hirings in public safety could be started in 2024. Motion to approve by Supervisor Leaf, seconded by Supervisor Carlson. Motion passed. Consideration of Mandated/Discretionary Services - Child Support Agency Review of the Child Support Agency mandated services report. Suggestions on improving the mandated services format in the future. Supervisor Ramberg asks the Department Heads, while working on the mandated services project, to review state resolutions and make suggestions on how the statutes could be easier to follow. Child Support Administrator Lisa Plunkett reported on the award Child Support Specialist II Chad Wolske received being named Wisconsin Child Support Enforcement Association (WCSEA) member of the year. The committee congratulates Chad on his award. RESULT: DISCUSSED 8. Consideration of Mandated/Discretionary Services - Justice Support Services Justice Support Services Director Phil Galli reviewed the mandated service report (included in the agenda packet). Director Galli also reported on the work being done on statistical reporting. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Next year's meeting schedule. Tentatively February and July will not have meetings. The dates can be changed at any time. ANNOUNCEMENTS & CORRESPONDENCE Judge Needham reported the courts are running with a large number of jury trials. Judge Needham also thanked for the patience of the building committee. Judge Needham spoke on the need for Public Defenders. Chair Feidler suggests perhaps this could be a January agenda item. ADJOURN 9:13 Adjourned. DATE OF NEXT MEETING Thursday, January 5, 2023
