APPROVAL OF MINUTES 1. Public Protection & Judiciary Committee – Regular Meeting – October 7, 2021 8:00 AM RESULT: ACCEPTED 2. Public Protection & Judiciary Committee – Regular Meeting – December 2, 2021 8:00 AM RESULT: ACCEPTED PUBLIC COMMENT No public comment. BUSINESS ITEMS Per Chair Feidler Zoom will be available for attending future meetings remotely. A link will be sent with agenda packet to the Committee members and department heads. 1. Financial Report for November 2021 County Administrator Ken Witt reported the November 2021 budget status of all reporting departments. All department expenses are appropriate for this time of year. Discussion on Justice Support Services budget status in the 2021 budget numbers. The department was created after the 2021 budget was created and set. Request was made to have a metric in place for recording the ARPA dollars. All financials related to ARPA are entered with an ARPA code for both expenses and revenues. Administrator Witt will provide a policy Metric for supervisors to review. RESULT: DISCUSSED 2. Medical Examiner's Office Update Medical Examiner Patty Schachtner reported on 2021. There were 851 cases processed by the department. In 2021 the average age of people who died by suicide increased by 10 years from 38 years old in 2020 to 47years old in 2021. The office is looking at the possibility of offering psychological autopsies. This program will be budget neutral and will offer information to the HHS department in suicide prevention. Discussion on suicide prevention, mental health, and addiction programs which were offered in all school districts in St. Croix county prior to the pandemic. These programs were a concerted effort in all school districts and involved law enforcement, medical examiner, health and human services, the courts, parents, teachers and community members. Discussion on how to get these programs operational again. Schachtner has applied for the Community Health Initiative internship program. It is an 8 week university paid position to assist in creating new programs. RESULT: DISCUSSED 3. Justice Support Services department update Director of Justice Support Service Susan Capparelli reported on the current happenings within the department. There is a full CJCC meeting on January 16, all members are invited. Two employees have been hired, one treatment court coordinator will start on 1/24/2022 and the other is a COMPAS Assessment-Treatment Court Worker which is partly funded by the recently awarded TAD grant ($144,000 received each of the next five years). Director Capparelli read a statement (included in these minutes) detailing the Justice Support Services mission. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Suicide Prevention Program information, resources needed to get that program up and running again. ANNOUNCEMENTS & CORRESPONDENCE Supervisor Dan Hansen announced on 1/11/2022 at 4:00 PM here in the County Board room, a public meeting for the development of a public park will take place. He invited members and department heads to attend this meeting. Judge Needham requests the Circuit Court to be a standing agenda item. Committee agrees. Also WARRANT DAY is coming up. Warrant day will allow people with outstanding misdemeanor warrants to come in and try to get the warrants resolved or create a plan for satisfying the warrant.
